NAM ĐỊNH — Permanent members of People’s Councils of the Red River and northern coastal region for the 2016-2021 tenure convened their first conference in the northern province of Nam Định yesterday.
In her speech, National Assembly Chairwoman Nguyễn Thị Kim Ngân said the conference focused on specialised supervision, the settlement of complaints and improving the skills of People’s Council deputies.
Speaking highly of reports to the event, Ngân said they would be submitted to the National Assembly Standing Committee for consideration, ensuring the enforcement of the Resolution adopted by the 12th National Party Congress, the Law on the Organisation of Local Governments and the Law on Supervision Activities of the NA and people’s councils.
She asked for active and creative approaches to tackling localities’ important issues and raising public awareness of laws.
The top legislator underscored the need to renew methods of supervision as well as question-and-answer sessions, asked permanent members of municipal and provincial people’s councils to work with people’s committees and Việt Nam Fatherland Front chapters, as well as NA units and the Ministry of Home Affairs to improve efficiency.
She urged co-ordination among units of the people’s councils and personnel training, adding that people’s councils activities should be popularised via mass media.
Participants sought to improve the quality of question-and-answer sessions at the meetings of the people’s councils and reception with citizens.
The second conference of this kind is slated for 2017 in the northern province of Quảng Ninh.
Later the same day, NA Chairwoman Ngân had a working session with authorities of Nam Định Province on its socio-economic development and Party building tasks.
Ngân highly appreciated the achievements made by the province over the past years, particularly in the fields of education and training, the construction of new rural areas with 54 per cent of communes meeting the new rural standard, and economic growth. The province recorded a GDP growth rate of 6.5 per cent in the first six months of the year and attracted total investments of US$134 million during the period.
However, she said, the results still failed to meet the province’s potential and noted that the province should focus on developing the economy sustainably, diversifying resources and calling for more investors.
In the remaining months of the year, Nam Định should review its socio-economic development plan and development plans for different sectors, she said.
Regarding investment in the development of industrial zones, the province needed to review preferential policies and mechanisms and other issues relating to land funds, land revocation, compensation, resettlement and development of infrastructure. — VNS
