HCM CITY — The HCM City Party Committee has issued Action Programme No. 15-CTrHD/TU to implement the Resolution of the 14th National Party Congress, setting out nine major groups of tasks and solutions for the 2025-30 period to promote sustainable and inclusive development.

The programme outlines key strategic schemes, works and projects while clearly assigning responsibilities, timelines and resources to ensure effective and accountable implementation.

According to the municipal Party Committee, all implementation plans must ensure feasibility, consistency, transparency and efficiency, following the principle of the “six clarities” – clear responsibility, tasks, timeframe, accountability, products and authority – to strengthen governance across all levels.

The programme stresses that development and stability must go hand in hand, with all policies aimed at improving living standards while safeguarding national and public interests.

Citizen and business satisfaction, public trust and work efficiency will serve as key indicators to assess leadership capacity and governance effectiveness.

The nine task groups focus on strengthening Party building and governance capacity, improving institutions, promoting rapid and sustainable economic growth, and accelerating breakthroughs in science, technology, innovation and digital transformation.

Key priorities include developing a modern socialist-oriented market economy, mobilising resources effectively and creating favourable conditions for private sector growth and innovation-driven industries.

The city also aims to build high-quality human resources, enhance cultural development and expand social welfare to ensure inclusive growth.

Infrastructure and urban development remain central, with targets to improve transport systems, expand wastewater treatment capacity, modernise waste management, and enhance urban planning to improve environmental sustainability and quality of life.

The programme also sets ambitious social targets, including wider health insurance coverage, a higher proportion of skilled workers, stronger science and technology education and the elimination of poverty under the city’s standards by 2030.

Environmental protection and climate resilience are highlighted, with measures to increase waste recycling, improve water treatment systems, maintain forest coverage and accelerate the relocation of houses along canals and rivers to improve urban safety and living conditions.

The municipal Party Committee emphasised the need for close coordination among Party committees, authorities, businesses and citizens, along with continuous monitoring and evaluation to ensure progress and accountability.

Through the implementation of the nine task groups, the city aims to become a modern, dynamic and resilient metropolis leading the country in innovation, economic growth and quality of life, contributing to the successful implementation of the 14th National Party Congress Resolution nationwide. — VNS
