MOSCOW — Vietnamese Prime Minister Phạm Minh Chính met with Chairwoman of the Federation Council of the Federal Assembly of Russia Valentina Matviyenko in Moscow on Monday (local time), as part of his official visit to the country.
Welcoming PM Chính and the high-ranking Vietnamese delegation, Chairwoman Matviyenko thanked the Prime Minister for his significant contributions to bilateral relations in recent years and expressed her confidence that the visit would create new momentum to further consolidate and deepen the traditional friendship and Comprehensive Strategic Partnership between Việt Nam and Russia.
She congratulated Việt Nam on the successful election of deputies to the 16th National Assembly and People’s Councils at all levels, expressing confidence that the new legislature would continue to cooperate closely and effectively with the Federal Assembly of Russia, contributing to the sustained development of bilateral ties.
On behalf of the Government and people of Việt Nam, PM Chính thanked Chairwoman Matviyenko, a long-time friend of Việt Nam, for her warm and cordial reception of the high-level Vietnamese delegation.
Conveying warm greetings and best wishes from Party General Secretary Tô Lâm, State President Lương Cường, and National Assembly Chairman Trần Thanh Mẫn, PM Chính affirmed that the Party, State and people of Việt Nam always value the loyal, close and sincere sentiments extended by the leaders and people of Russia. He reiterated that Việt Nam considers the Comprehensive Strategic Partnership with Russia one of the top priorities in its foreign policy.
Congratulating Russia on its socio-economic achievements, PM Chính noted that Việt Nam has maintained stable development in recent years, achieving important and comprehensive results, including the fulfilment of all socio-economic targets in 2025.
Highly appreciating the role of both countries’ parliaments, including the Việt Nam–Russia Friendship Parliamentary Group, in promoting bilateral ties, the two leaders agreed to further increase exchanges of delegations at all levels and through all channels, including parliamentary cooperation, to strengthen political trust and lay a solid foundation for expanded cooperation.
Both sides also agreed to enhance coordination between the two parliaments in overseeing the implementation of agreements between the two governments across key areas such as economy and trade, energy and oil and gas, science and high technology, security and defence, human resource training, and infrastructure. They also pledged to support efforts to remove legal obstacles, promote more effective cooperation in the new context, and strengthen collaboration in culture, tourism, people-to-people exchanges, and connectivity between localities.
Welcoming the outcomes of the talks between PM Chính and Russian Prime Minister Mikhail Mishustin, Chairwoman Matviyenko affirmed her support for Việt Nam’s proposals and pledged to facilitate the effective implementation of the agreements reached.
She emphasised that in the current context, both sides should further promote cooperation in energy and oil and gas, while also prioritising humanitarian cooperation, education and training, tourism, and cultural exchanges to deepen mutual understanding between the two peoples.
Chairwoman Matviyenko also suggested strengthening local-level cooperation, effectively implementing existing partnerships, and promoting new linkages, particularly in light of Việt Nam’s recent administrative boundary reorganisation, to enhance the effectiveness of this area of cooperation.

She also stressed that Russian people are very fond of traveling to Việt Nam due to its beautiful natural conditions and scenery, and suggested that the two countries should organise more cultural days and create favourable conditions for teaching the Russian language in Việt Nam to enhance mutual understanding between the two countries. Chairwoman Matviyenko also expressed her hope that more Vietnamese people would visit Russia, not only major cities but also other famous tourist destinations.
PM Chính requested the Federation Council to continue supporting and facilitating the integration of the Vietnamese community in Russia into the local society, contributing positively to the socio-economic development of Russia and friendly relations between the two countries.
The two sides also discussed strengthening coordination at multilateral parliamentary forums such as the Inter-Parliamentary Union (IPU) and the Eurasian Parliamentary Partnership (ASEP), contributing to peace, cooperation, and sustainable development.
PM requested the Federal Assembly of Russia to continue maintaining an objective and balanced stance, and to voice support for the position and views of Việt Nam and the Association of Southeast Asian Nations (ASEAN) in handling the East Sea issue on the basis of international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
On this occasion, Chairwoman Matviyenko conveyed her regards to National Assembly Chairman Trần Thanh Mẫn. PM Chính also conveyed Chairman Mẫn’s invitation for her to visit Việt Nam, which she gladly accepted. — VNA/VNS
