Party General Secretary requires perfecting institutions for national development

HÀ NỘI — Party General Secretary Tô Lâm, Head of the Central Steering Committee on Perfecting Institutions and Law, on Wednesday emphasised the need to continue perfecting institutions, thereby creating strong momentum for national development in the new phase.

He made the requirement as the Central Steering Committee on Perfecting Institutions and Law held its second meeting in Hà Nội.

The meeting took place in the context of the entire political system uniting, acting decisively and accelerating efforts to complete socio-economic development targets for this year as well as for the entire term.

Party General Secretary Lâm acknowledged and highly commended the efforts of Party committees at all levels in completing all tasks set out in Resolution No. 66-NQ/TW.

He requested Party committees at all levels to thoroughly grasp and fully implement the objectives, requirements and tasks outlined in the Resolution as part of the work plan for next year.

General Secretary Lâm emphasised that the Steering Committee basically agreed with the draft work programme for next year and requested the committee to absorb opinions raised at the meeting, finalise the programme and submit it for approval.

The Steering Committee highly commended the meticulous and serious preparation by the Ministry of Justice Party Committee, the lead agency drafting the project 'Perfecting the structure of the Vietnamese legal system to meet the country’s development requirements in the new era.'

It also acknowledged and highly commended the sense of responsibility, efforts and endeavours of the 16th National Assembly Party Committee in ensuring quality and progress and requested it to continue perfecting the draft project and submit it to the competent authority for consideration and approval.

In addition, the Steering Committee highly commended the efforts of the Government Party Committee and Party committees of central ministries and sectors in reviewing and identifying 2,088 reflections and recommendations, of which 787 were identified as facing difficulties and obstacles due to legal regulations.

It is projected that by the end of this year, 462 out of 470 reflections and recommendations requiring immediate resolution will be addressed.

The Steering Committee required relevant agencies to urgently resolve the remaining cases definitively this year and to proactively implement plans next year to handle 317 reflections and recommendations facing legal obstacles in line with the established roadmap.

Favourable investment environment

Head of the Steering Committee Tô Lâm acknowledged the efforts of the Ministry of Finance Party Committee in synchronously institutionalising solutions to mobilise financial resources for economic development.

At the same time, he requested the Government Party Committee to direct the Ministry of Finance Party Committee and relevant agencies to focus on effectively implementing identified orientations, thoroughly removing institutional bottlenecks, substantially cutting administrative procedures and business conditions, reducing compliance costs and creating a favourable business and investment environment.

The Steering Committee requested the Ministry of Finance Party Committee to urgently review and propose comprehensive amendments to the Law on Support for Small and Medium-Sized Enterprises (SMEs) next year, with a focus on science, technology, innovation and green transformation, thereby promoting employment, social security and strengthening confidence among businesses and workers.

The Steering Committee also basically agreed with recommendations and solutions to enhance the effectiveness of perfecting legal regulations on preventing and combating corruption, wastefulness and negativity, as stated in the report of the Government Party Committee.

Head of the Steering Committee Lâm requested the Government Party Committee to continue leading and directing an urgent review and issuance of guiding or explanatory documents for 355 tasks that localities have said require legal normative acts or implementation guidance, and to issue or amend content related to 10 tasks requiring adjustments in authority between the central and local levels, or among levels of local government.

At the same time, he called for close monitoring of the delegation and delineation of authority at localities, ensuring implementation in line with the spirit of 'localities decide, localities act, localities take responsibility.'

“2026 is the first year of implementing the 14th Party Congress Resolution and also an important foundation for effectively fulfilling tasks and objectives in subsequent years. In the context of a very large workload, the role of perfecting institutions and laws is extremely important,” Party General Secretary Lâm said.

“I request comrades to maximise their wisdom and sense of responsibility, closely adhere to practical requirements and act decisively in leading and directing central ministries, sectors and localities to complete the set objectives, thereby creating the most favourable legal corridor to promote national development in line with the Congress’s orientations.” — VNS
