Gov't approves provincial administrative reorganisation plan, cutting half number of localities

HÀ NỘI — The Government has officially approved the 2025 provincial administrative reorganisation plan as proposed by the Ministry of Home Affairs.

Under Resolution 125/NQ-CP issued on May 9, the Government agreed to implement a nationwide restructuring of provincial-level administrative units. As a result, the total number of provincial-level units will be reduced from 63 to 34.

The new administrative map will include six centrally governed cities and 28 provinces.

The six cities are Hà Nội, Hải Phòng, Huế, Đà Nẵng, Cần Thơ, and HCM City.

The 28 provinces include Lai Châu, Điện Biên, Sơn La, Lạng Sơn, Cao Bằng, Tuyên Quang, Lào Cai, Thái Nguyên, Phú Thọ, Bắc Ninh, Hưng Yên, Ninh Bình, Quảng Ninh, Thanh Hóa, Nghệ An, Hà Tĩnh, Quảng Trị, Quảng Ngãi, Gia Lai, Khánh Hòa, Lâm Đồng, Đắk Lắk, Đồng Nai, Tây Ninh, Vĩnh Long, Đồng Tháp, Cà Mau, and An Giang.

According to the Ministry of Home Affairs, the People’s Committees of 23 provinces and centrally governed cities, designated as the political and administrative centres of the newly merged provincial units, led the coordination and preparation of 23 proposals outlining the consolidation of 52 existing provincial units.

After reviewing and consolidating these proposals, the ministry submitted a comprehensive plan to the Government for final approval.

Under the plan, 52 provincial-level units will undergo restructuring, while 11 will retain their current administrative status. These 11 are Hà Nội, Huế, Lai Châu, Điện Biên, Sơn La, Lạng Sơn, Quảng Ninh, Thanh Hóa, Nghệ An, Hà Tĩnh, and Cao Bằng.

In total, 52 provincial units will be consolidated into 23 new ones.

Public consultations and local People's Council votes showed overwhelming support for the plan. Nationwide, the average public approval rate reached 96.19%, and 100% of the provincial, district and communal People’s Councils in the affected areas voted in favour of the reorganisation.
