Leaders attend Central Public Security Party Committee's conference

HÀ NỘI — The Central Public Security Party Committee has been reviewing its work in the first six months of 2024 and launched tasks for the remainder of the year, as it moves towards modernisation of public security forces.

The conference on Thursday in Hà Nội, was chaired by Senior Lieutenant General Lương Tam Quang, a member of the Party Central Committee, Secretary of the Central Public Security Party Committee and Minister of Public Security.

At the conference, delegates discussed public security work and also offered opinions on the five-year report of implementing the Politburo’s Resolution No.48-NQ/TW issued on March 25, 2019; the report on the proposal to amend and supplement the Government’s Decree No. 01/2018/NĐ-CP issued on August 6, 2018 regulating the functions, tasks, powers, and organisational structure of the Ministry of Public Security and some other important contents.

In the first six months of 2024, the Central Public Security Party Committee effectively implemented Politburo’s Resolution No.12, promoting the construction of a diligent, strong, regular, elite and modern People's Public Security force, meeting the requirements and tasks in the modern era.

The committee proposed that the Politburo issue strategic guidelines on foreign affairs, international integration of public security and modernisation of the public security force by 2030.

They advised on the construction of seven law projects to be submitted to the 6th and 7th sessions of the National Assembly and the upcoming session. They also directed the preparation for the implementation of the law on forces participating in the protection of security and order at the grassroots level, effective from July 1.

Speaking at the conference, President Tô Lâm and Prime Minister Phạm Minh Chính acknowledged and praised the outstanding achievements and results of the Central Public Security Party Committee and the Ministry of Public Security.

Regarding tasks ahead, President Lâm requested that the Central Public Security Party Committee and the Ministry of Public Security effectively implement the Politburo's conclusions on the policy of allocating funds from the State's foreign exchange reserves to implement the project of modernising the material facilities of the People's Public Security force by 2030.

He reminded the public security force to ensure the successful implementation of the key tasks set out by the 13th Party Congress and Politburo Resolution No. 12 by 2025, with some forces advancing to modernity, creating a solid foundation for building a modern People's Public Security force by 2030.

The President also required the public security force to practically implement activities commemorating the 80th anniversary of the Việt Nam People's Public Security (August 19, 1945 – August 19, 2025) and the 20th anniversary of the day all people protect national security movement (August 19, 2005 – August 19, 2025).

Meanwhile, PM Chính suggested that the Central Public Security Party Committee proactively grasp current situations and promptly advise the Party and the State to issue appropriate policies and solutions in response to global developments.

They should complete the legal system and participate in institutional building, effectively conduct crime and corruption prevention and  fighting, and manage State security and order. Furthermore, they should promote the implementation of large projects assigned and strengthen international cooperation and foreign affairs of the public security force, he said. — VNS
