What is the goals of the project?

Hà Nội is a large economic hub with an important position making great contributions to the country's socio-economic development. However, the city's scientific and technological activities have not been commensurate with the potential and advantages of the capital. Research activities in a number of fields have not been effective, especially research activities to serve consultation, formulating mechanisms and policies and building industry development orientation.

One of the city’s major orientations and key tasks of the 2020-25 term is to strongly renew the growth model, restructure the economy based on the application of science, technology and innovation, and attach with synchronous implementation of three strategic breakthroughs, including the exploitation of the intellectual resources of the team of experts, scientists, intellectuals and artists in the city.

The implementation of the project will help improve the efficiency of innovation activities, application of technology transfer, dissemination and training of knowledge about science and technology; propose specific tasks and solutions to realise the mechanisms and policies issued by the central government and the city administration.

What is the focus of the project?

The project consists of nine core parts. The first part is researching on theoretical basis, policy and practical experience on innovation, application of technology transfer, dissemination and training of knowledge on science and technology. The second is surveying the demand and supply capacity to serve high-tech agriculture and agriculture in the Industry 4.0. The third is studying the current status of technology application in agricultural production in the city. The fourth is assessing the current situation of development of science and technology enterprises, hi-tech agricultural enterprises and innovative start-up enterprises in the agricultural sector in the city.

The fifth is studying the position and role of socio-political organisations, socio-professional organisations and their affiliated science and technology organisations in promoting innovation, application of technology transfer and dissemination of knowledge about science and technology in a new situation. The sixth is proposing general solutions to promote innovation, application of technology transfer, dissemination and training of knowledge on science and technology. The seventh is organising seminars to consult experts, synthesise data and evaluate opinions. The eighth is developing policy recommendation reports. And finally writing summaries and products of the project.

What benefits will the project bring to the city's socio-economic development, security and defence and what will the associations do to achieve the desired results of the project?

The dissemination of knowledge related to innovation, innovation capacity of enterprises and the community, especially in the context of the Fourth Industrial Revolution, will help individuals, businesses, scientific and technological organisations and socio-professional organisations change their mindset. The project will be used as an argument to serve research, management and policy-making activities for the purpose of economic development and scientific and technological capacity in the city, meeting the needs of international integration.

The results of the project will serve as a basis for science and technology enterprises and organisations to change their strategies on innovation, innovation capacity (product innovation, production process innovation, managerial and organisational innovation, and business model innovation) and supporting policies (such as supporting policies of financial and environmental). Thereby, ensuring and improving the operational efficiency of enterprises and scientific and technological organisations during the international integration as well as the Fourth Industrial Revolution.

The associations will develop a plan to implement the project. It will coordinate with agencies to urge and inspect the implementation of the project's tasks. It will also advise and report to the city to resolve arising problems; strengthen dissemination on innovation events, application of technology transfer, dissemination and training of knowledge about science and technology in the city in the future. — VNS
