PROVISION OF LOCALLY CONSULTANCY SERVICE FOR DEVELOPING A CONCEPT FOR A RE-FINANCING MECHANISM FOR LOCAL FINANCIAL INSTITUTIONS FOR BIOENERGY POWER PROJECTS

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. On behalf of the German Government, GIZ currently provides advisory services to the Government of Viet Nam in three priority areas: (1) Vocational training, (2) Environmental policy and sustainable use of natural resources, and (3) Energy.Please visit www.giz.de/viet-nam for further information.

The project “Climate Protection through Sustainable Bioenergy Markets in Vietnam (BEM)” implemented by GIZ is looking for a group of local consultants to conduct a “Provision of locally consultancy service for developing a concept for a re-financing mechanism for local financial institutions for bioenergy power projects”.

GIZ Hanoi Office is conducting a public tender to seek qualified Local Consulting Firm(s) (here after called as LCF) to carry related tasks as below:

1. Timeframe of the assignment: tentatively commence from 31^st October 2022 until 15^th February 2023
2. Place of Assignment: Mainly in Ha Noi, and other provinces in Northern of Vietnam.
3. Estimated mandays: Up to 130 mandays
4. Requirements:

• The selected LCF are expected to have extensive expertise, from 10-years of experience in the field of sustainable development, including bioenergy and development of financing mechanisms as well as experience in working for and with international institutions on Renewable Energy project appraisal or similar area.
• Ability to provide a team of 02 local experts. The below specified qualifications represent the requirements to reach the maximum points:
  • 01 Economic, Finance and Banking expert and be responsible for overall coordination, consolidated reporting, and quality assurance of deliverables. Economic, Finance and Banking expert is expected to have at least 20 experiences in economic, banking and finance sector; have experiences in development of loan/funding mechanisms, have good understanding of the Vietnam power sector and green banking; experience in cooperating with international institutions and on development project appraisal, preferable on renewable energy and financing structure. Education: Master’s degree in economic/ finance/banking or similar.
  • 01 Technical expert who has at least 20 experiences in sustainable development as renewable energy, sustainable science, environment, engineering. Experiences in the field of solar, wind or water energy is an asset; Have good understanding of the project financing; Experience in cooperating with financial institutions on RE project appraisal and financing structure. Ability to present complex issues to high-level stakeholders and ability to work in a team. Education: Master’s degree in environment or similar.

Interested Local Consulting Entity(s) should send bidding documents containing:

1. Letter of Interest (with director’s signature and company stamp)
2. Entity profile (incl. Business license (for Firm) or Decision of establishment (for Association), tax code registration, organisational chart, summary of experience in energy efficiency training & consulting, including experience creating energy efficiency training cirriculum (if any)); experience working in digitalization project (if any), experience working with international organization and regional projects (if any).
3. Audited financial report of the last 3 years (for Firm)
4. Consortium (if at least 2 entities join the assignment): Consortium contract and nomination of consortium leader

Rejection criteria:

LCF or leading firm of consortium is required to have working experience in the field of sustainable development, including bioenergy and development of financing mechanisms as well as experience in working for and with international institutions on RE project appraisal or similar area from 2012 onward and can provide Valid Legal Status (having copy of business registration/ decision establishment + VAT code, incl. related business area about sustainable development or similar area).
