HCM City strengthens actions against bribery

HCM CITY (VNS) — HCM City will soon implement strong solutions to prevent and fight bribery, delegates have heard at a conference held in HCM City.

Speaking at the meeting on Tuesday, the municipal Party secretary, Đinh La Thăng, said: “The city’s Party Committee will tighten supervision of Party organisations and will instruct Party organisations to increase their leading position in discovering and fighting bribery.”

He asked that leaders of State offices review and identify the staff’s abilities as well as responsibilities to prevent bribes and waste.

“Leaders must listen to public opinion to replace staff in time to prevent acts of bribery,” he said.

He also noted that the responsibility of Party organisations’ leaders must be clarified.

“We encourage all Party organisations and State offices to set up hotlines for uncovering bribery. If there are problems related to bribery, Party organisations and State offices should send requests to the city’s Party Committee,” Thăng added.

The Party secretary said that authorities such as the police and procuracy must have detailed plans to increase efficiency of dealing with bribery.

Supervision, inspection and receiving denouncement and accusations should be improved. In addition, authorities must pay attention to information from local residents and the enterprise community.

“The municipal People’s Court must focus on quickly and seriously judging bribery cases,” he added.

Thăng also said that all societal and political organisations, mass media and residents must help to uncover acts of bribery.

“The city’s financial report, if it is not strictly secret, must be published publicly,” he said.

At the conference, Major General Phan Anh Minh, deputy director of HCM City’s Police Department, and Dương Ngọc Hải, deputy head of the HCM City People’s Procuracy, said that police and procuracy forces were investigating and completing procedures of bribery-involved cases and would soon bring them to court.

“Bribery happens most frequently in fields such as banking, customs, finance and land management,” Phan Anh Minh said.

Last year, the HCM City Party Committee’s Inspection Commission inspected nine Party organisations and discovered many bribery cases. In the police force, 98 soldiers and 22 officials were disciplined. — VNS
