Viet Nam News -HÀ NỘI — The municipal People’s Committee has set up an inter-sector working team to help residents manage difficulties in applying for the certificate of land-use rights and ownership of housing and associated assets on the land, known as red books.

Deputy Director of the city’s Department of Natural Resources and Environment Nguyễn Hữu Nghĩa has been assigned to lead the team.

The working team has been tasked with establishing assistance teams, which will include the officers of departments, sectors and people’s committees at the district and town levels.

The assistance teams will be in charge of resolving problems hindering residents from being granted a red book.

Under the Government’s plan, red books are to be issued for residential projects across the country, but the plan has faltered due to the lack of provisions.

Statistics from Hà Nội’s Department of Natural Resources and Environment showed that some 90 per cent of the city’s residential projects had not been issued red books, despite having completed all the required procedures.

Another task assigned to the assistance teams is to review projects that have yet to be completed, including monitoring city planning efforts, the construction of rural residential areas and the building of flood corridors on the Đà, Đuống and Hồng (Red) rivers and protection corridors for traffic and irrigation systems.

The review will serve as a foundation for the working team to report to the municipal People’s Committee and request it to issue the registration documents and grant house certificates to land users. — VNS
