Bà Rịa-Vũng Tàu suggests two options for section of HCM City Ring Road Number 4

BÀ RỊA VŨNG TÀU — The local government in Bà Rịa - Vũng Tàu recently proposed two investment options for a section of the HCM City Ring Road Number 4 that runs through the province.   

The first involves building the section with a width of 25.5m, requiring an initial outlay of around VNĐ8 trillion (US$323 million). Of the outlay, about VNĐ2 trillion is financed by the central government, VNĐ2 trillion by the local government and VNĐ4 by investors.

The second option widens the road to 27m, requiring an initial outlay of VNĐ8.1 trillion. Its capital structure is not significantly different from the first option, with the central government contributing 50.6 per cent of the investment. 

Both options have a projected payback period of 20 years. 

The province has also called for specific policies to give it ample elbow room to implement the project.

These include policies related to construction materials and land clearance, which have been granted to some other national expressway projects across the country.

The province is finishing the last steps to submit the options to the Ministry of Transport for consideration in March.

If the options are approved, the province will proceed to submit its proposal for specific policies to Ministry of Planning and Investment in April.

The options are expected to reach the National Assembly for approval in June. Construction work is projected to complete in Q4/2027.
