New film classification criteria and warnings to take effect this May

HÀ NỘI — The Ministry of Culture, Sports and Tourism has issued a circular regulating film classification criteria and implementation of film classification warning display.

Taking effect from May 20, the film classification levels range from P, K, T13, T16, T18 to C.

P is classified for films that can be distributed to viewers of all ages; K for films that can be distributed to viewers under 13 years old with the presence of a parent or guardian; T13 for films that can be distributed to viewers 13 years old and above; T16 for films that can be distributed to viewers 16 years old and above; T18 for films that can be distributed to viewers 18 years old and above; and C for films that are not allowed to be distributed.

The film classification criteria include themes, content such as violence, nudity, sex, drugs, horror, language, and dangerous behaviours that can be easily imitated.

The circular also includes content regarding the principles of film classification, the principles of implementing film classification warning displays, the principles of implementing warnings, and the content of film classification and warning displays.

This is among fresh policies that come into effect this May.

Land Law

A government decree amending Decree No. 43/2014/NĐ-CP on land use auction will also come into effect on May 20.

Under this decree, organisations participating in land use auctions must meet several conditions, including being eligible to land use transfer or lease according to Articles 55 and 56 of the Land Law, paying a deposit of 20 per cent of the total land or area value based on the starting price for land use auction, not being prohibited from participating in auctions under the law, and complying with legal conditions for housing and real estate business for land use auction for housing or other real estate projects.

Households and individuals participating in land use auctions must meet the conditions of being eligible to land use transfer or lease and other requirements according to regulations. Real estate projects for housing or other real estate businesses that involve land use auctions must also meet the legal conditions.

The decree also stipulates that from the moment the auction results are announced, the deposit and interest will be converted into a security deposit to ensure the financial obligations of the land user.

If the winning bidder fails to pay or pay enough for the land use rights, they will not be refunded the deposit. The State will refund the difference for cases where the winning bidder has paid more than the deposit.

The government has also issued Decree 14/2023/NĐ-CP, which regulates the functions, duties, powers, and organisational structure of the Ministry of Finance. Since May 15, the Ministry of Finance will have 28 units instead of the current 29 as stipulated.

From the end of May, public school teachers will have their professional titles and appointments adjusted.

According to Circular 08/2023/TT-BGDĐT by the Ministry of Education and Training, the ministry only stipulates a general certificate for all teacher ranks and does not require primary and lower secondary school teachers to have a master's degree. — VNS
