Commission recommends disciplinary measures against some officials for Party rule violation

HÀ NỘI — The 45th meeting of the Party Central Committee’s Inspection Commission took place in Hà Nội on Wednesday and Thursday, chaired by Trần Cẩm Tú, Politburo member, Secretary of the Party Central Committee and Chairman of the commission.

Examining the outcomes of the inspection of the Party Civil Affairs Committee of the provincial People's Committee of the Central Highlands province of Lâm Đồng, the commission concluded that the provincial Party Committee’s Standing Board and the Party Civil Affairs Committee violated principles of democratic centralism and working regulations. They exhibited negligence and lax leadership and guidance, leading to serious violations of Party and State laws in land management and usage for certain investment projects within the province. These shortcomings also resulted in many Party organisations and members being disciplined, with several officials and Party members facing criminal charges related to the case of bribery and abuse of power at the Đại Ninh urban area project and in related localities and units.

These violations caused severe, difficult-to-remedy consequences, posing a significant risk of substantial loss of state funds and assets, creating public discontent, and damaging the reputation of the Party and local government, calling for disciplinary action.

The commission pinpointed former and incumbent officials of Lâm Đồng who must bear responsibility for these violations and mistakes, including Trần Đức Quân, former Party Central Committee member, Secretary of the provincial Party Committee, Secretary of the provincial Party Delegation, and Chairman of the provincial People’s Council, as well as Trần Văn Hiệp, former Deputy Secretary of the provincial Party Committee, Secretary of the Party Civil Affairs Committee, and Chairman of the provincial People’s Committee (expelled from the Party and criminally prosecuted).

The commission said the responsibility for those violations also belongs to the Party Delegation to the Lâm Đồng provincial People’s Council in the 2021-26 tenure; the Party Civil Affairs Committee of the Government Inspectorate in the 2016-21 tenure; the Standing Board of the Party Committee of the Government Office in the 2020-25 tenure; Lê Minh Khái, former Secretary of the Party Central Committee, former Deputy Prime Minister, former Secretary of the Party Civil Affairs Committee and Inspector General of the Government Inspectorate; as well as some other Party organisations and members.

Considering the content, nature, level, consequences, and causes of the violations, and based on Party regulations, the Party Central Committee’s Inspection Commission decided to give warnings to the Party Civil Affairs Committee of the provincial People’s Committee of Lam Dong in the 2011-16, 2016-21, and 2021-26 tenures; the Party Delegation to the provincial People’s Council in the 2021-2026 tenure; the Standing Board of the Party Committee of Da Lat city in the 2020-25 tenure; and a number of officials.

Reprimand was given to the Standing Board of the Party Committee of the Government Office in the 2020-25 tenures, along with a number of officials.

The Inspection Commission requested authorised agencies to consider punishments on the Standing Board of the Party Committee of Lâm Đồng Province in the 2015-2020 and 2020-2025 tenures; the Party Civil Affairs Committee of the Government Inspectorate; and Lê Minh Khái.

The commission also asked the Standing Board of the provincial Party Committee, and the Party Delegation to the People’s Committee of Lâm Đồng to direct the timely fixing of the violations and shortcomings; and discipline related Party organisations and members in accordance with the commission’s conclusions.

Reports requesting the imposition of disciplinary measures against a number of Party members in the Party organisations of the Ministry of Natural Resources and Environment, and the provinces of Lạng Sơn, Yên Bái, Phú Thọ, Bắc Ninh, Bình Thuận, and Cà Mau, were also tabled for examination. The commission found that the officials named in the reports had shown degradation in political ideology, morality and lifestyle; violated Party regulations and State laws in performing assigned duties and tasks; violated regulations on things that Party members are not allowed to do and the responsibility to set an example, causing very serious consequences, angering the public, and posing very bad impacts on the reputation of Party Organisations, agencies and localities, and the unit they worked for, requiring the consideration and application of disciplines.

Pursuant to Party regulations, the Party Central Committee’s Inspection Commission proposed that competent authorities consider and impose disciplines on those officials.

At the meeting, the commission also discussed the results of supervision over the Standing Board of the Party Committee of Thừa Thiên-Huế Province and its standing members. It urged the board and the officials continue to build on their strong points and timely address mistakes and shortcomings pointed out in the supervision.

It also handled two complaints regarding Party discipline cases, and discussed some other important issues. — VNS
