HÀ NỘI — PetroVietnam Technical Services Corporation (PTSC) and Sembcorp Utilities Pte Ltd (SCU) of Singapore held the awarding ceremony for the wind and metocean measurement services and geotechnical desktop study packages.

This is a critical component in the preparation and implementation of the offshore renewable energy import-export project from Việt Nam to Singapore.

The PTSC-Sembcorp joint venture will be awarded the contracts and work to provide accurate data on the natural and technical conditions of the project area.

The work will include collecting data on wind speed, wind direction and wind intensity at various heights; metocean measurements such as sea waves, currents, sea levels. The packages will involve geological and geotechnical desktop study, assessments of offshore wind power potential and the identification of advanced technologies for developing offshore wind power systems.

The ceremony took place in Singapore on August 28. Several high-level representatives from Việt Nam and Singapore, along with representatives from PetroVietnam (PVN), PTSC) and SCU attended the event.

The offshore renewable energy export project from Việt Nam to Singapore is one of the strategic collaborations between the two nations in the field of clean energy, initiated in early 2023 through the signing of the Joint Development Agreement (JDA).

This agreement, which involves cooperation in investing and exporting clean electricity to Singapore from offshore renewable energy sources in Việt Nam, was signed during the official visit to Singapore by Vietnamese Prime Minister Phạm Minh Chính.

Chairman of the Board of Members of PetroVietnam Lê Mạnh Hùng emphasised the significance of the ceremony, which is considered a memorable milestone in the offshore renewable energy sector for both countries.

He also believed that the PTSC and Sembcorp would overcome challenges to successfully implement the project, turning it into a symbol of energy cooperation between Việt Nam and Singapore.

The project represents a strong step forward in achieving the goal of net-zero emissions by 2050. It also reflects the commitment to implementing Việt Nam’s Power Development Plan VIII, according to Lê Mạnh Hùng.

Meanwhile, Chairman and CEO of Sembcorp Industries Wong Kim Yin said this project marks an important milestone in the cooperation between energy regulatory bodies.

He emphasised Sembcorp’s contributions to Việt Nam’s energy sector and praised the collaboration with PVN and PTSC.

General Director of PTSC Lê Mạnh Cường emphasised the importance of developing clean and sustainable energy sources in the current context.

He said that PTSC has added renewable energy as its eighth sector, which aligns with PTSC’s energy transition plans and PVN's overall strategy.

Given the constraints on renewable energy sources, the Energy Market Authority of Singapore (EMA) has approved importing 4GW of clean electricity by 2025 from neighbouring countries, including 1.2GW from Việt Nam.

Sembcorp will import this clean electricity from Việt Nam to Singapore, generated from offshore wind farms in collaboration with PTSC and transmitted through new underwater cables spanning about 1,000km.

This project is expected to contribute to mitigating the impacts of climate change and enhancing the global standing of Việt Nam and Singapore in the renewable energy sector.

It is also a pilot project of the Vietnamese Government in the offshore wind power sector, contributing to reducing greenhouse gas emissions and strengthening energy security nationally and regionally. — VNS
