Lach Huyen Logistics-Industrial & Free Trade Zone project starts construction in Hai Phong

HCM CITY — Construction of the Lach Huyen Logistics-Industrial & Free Trade Zone has begun in the northern port city of Hai Phong.

The city People's Committee and the project developer, Xuan Cau - Lach Huyen Investment Joint Stock Company, broke ground for it in Zone 4 at the Lach Huyen International Port, Dinh Vu - Cat Hai Economic Zone, on May 13.

The event is among a number of key activities organised by the administration to celebrate the 68th anniversary of the city's liberation (May 13, 1955).

Key logistics development project with great role and advantages

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh expressed his delight that the Lach Huyen Logistics – Industrial & Free Trade Zone Project is being developed in accordance with the public leadership - private governance model.

The model entails the Government developing mechanisms and policies and investing in infrastructure in the vicinity of the project being developed, while enterprises invest in internal infrastructure, solicit secondary investments and manage the operations.

The PM also instructed ministries, and other central agencies and Hai Phong city authorities to assist the investor with issues like land acquisition and clearance, transport infrastructure and connectivity to achieve the project’s goals.

Nguyen Van Tung, chairman of the Hai Phong City People's Committee, said as a free trade zone, the Lach Huyen Logistics – Industrial & Free Trade Zone project is located right in the Lach Huyen international port area, which can berth ships of up to 150,000DWT.

It has been identified as a key project for 2023, and is in line with the city's logistics development strategy, he said.

“With these advantages, the project is ideally placed to attract investment, develop into a production centre and a regional and global logistics hub.”

The construction of the Lach Huyen Logistics – Industrial & Free Trade Zone will contribute to increasing the functions of the Cat Hai area through synchronous development and investment attraction, trade promotion, and the socioeconomic development of Hai Phong and the northern region.

A spokesperson for the developer said the company plans to develop the project into a hub for manufacturing, logistics and regional and international transshipment, which would enable the development of Lach Huyen into an international transshipment port.

‘Shifting trade flow - Bringing prosperity’

The project will help complete infrastructure and functional areas (such as industrial, tax-free and logistics zones) in the Lach Huyen International Port, and the city in general.

It will create a new hub for goods transshipment, impact the shift in the global trade flows, and help attract FDI flows into Hai Phong and the north, thereby promoting socioeconomic development.

Hai Phong city issued the investment registration certificate for the project in December 2021.

The developer has completed the investment preparation procedures and received the construction permit from the Hai Phong Economic Zone Authority.
