HÀ NỘI — In the remaining months of this year, Bắc Giang Province is expected to face ongoing challenges related to the transportation and trade of smuggled and prohibited goods, according to Chu Thanh Hiến, the province's Director of the Market Management Department .

In addition, the use of the Internet and mobile platforms for advertising and trading counterfeit, substandard, prohibited, and goods of unclear origin will continue in the last months of 2023. Accordingly, in the last months of this year, functional departments in Bắc Giang province have strengthened coordination, exchanged information, verified, investigated, processed and resolved issues related to e-commerce.

Of particular note is that in the locality, some entities have taken advantage of the development and complex control of e-commerce to trade in electronic cigarettes, heated tobacco products, shisha and various accessories, along with oils, following the trend among young people on the Internet environment.

Therefore, in the coming time, there needs to be close coordination among departments, committees and sectors such as the Department of Information and Communications, the Department of Industry and Trade, the Provincial Police, network providers and banks, etc., to jointly manage and monitor information, quantity, types of goods, and revenue of businesses to identify violations in this area.

The functional agencies need to pay more attention to inspecting, checking and controlling the group of commodities such as food, agricultural products, fertilisers and plant protection drugs in the province. The focus should be on production and business points in remote and distant areas with little information about fertilisers and plant protection drugs. At the same time, strict action should be taken against organisations and individuals who violate the law by producing and trading fake or substandard fertilisers without licenses and plant protection drugs of unknown origin.

Furthermore, to prevent the risk of disease spread, which negatively affects the livestock industry and impacts the production and business activities of many enterprises, cooperatives, and farmers, and to ensure a stable pork supply in the last months of the year and during the Tết holiday, functional departments and the Inter-Agency Animal Disease Prevention Team in Bắc Giang province will intensify inspections of the transportation and trading of animals and animal products in the area.

Along with that, there will be strict monitoring of gathering, transporting, trading and slaughtering livestock and poultry, and stringent measures will be taken against cases of smuggling and transportation of animals and animal products with unclear origins or without passing inspection when entering or leaving the province.

In the third quarter of 2023, the regulatory bodies under the guidance of Directive 389 in Bac Giang province, including both provincial and district levels, conducted 636 inspections and audits. They identified and administratively penalised violations in 394 instances involving 400 individuals.

These cases encompassed various infractions, with 46 instances related to the illegal trade and transportation of prohibited and smuggled goods, 29 cases involving counterfeit and substandard goods, intellectual property rights infringement, and 319 about commercial fraud, food safety breaches and other offences.

The cumulative administrative fines, the liquidation of seized goods, and tax recovery surpassed 47.8 billion VND. Provincial authorities have initiated legal proceedings in 10 cases involving 20 individuals for offences related to producing and trading counterfeit food and food products and prohibited items like fireworks.
