QUẢNG NINH — The People's Committee of the northern province of Quảng Ninh has requested the investor consortium of the Quảng Ninh LNG power plant project to accelerate the implementation of the project's preparations drastically.

Quảng Ninh LNG power plant project is in Cẩm Thịnh Ward, Cẩm Phả City, with total investment capital of VNĐ47.48 trillion. It will be the first power plant using imported LNG in the northern area, with an expected capacity of 1,500MW. 

The project's investor is a joint venture by PV Power, Colavi JSC, Tokyo Gas and Marubeni. 

It is expected that when the project comes into commercial operation in the third quarter of 2027, the plant will add about 9 billion kWh per year to the national power system, contributing to ensuring energy security and reducing energy costs and greenhouse gas emissions. It will contribute about VNĐ57.7 trillion to the local budget within 25 years.

However, after more than one year, the project has yet to commence construction according to the set schedule despite receiving the best support from the local government.

The delay in the implementation of the project is attributed to the investor's slow implementation of important legal procedures for the project to start construction. Specifically, the new joint venture investor completed the procedures for granting an investment registration certificate in July, two months later than the set schedule.

Another reason is that the Ministry of Transport is doing detailed planning for all groups of seaports nationwide, including the Cẩm Phả - Quang Ninh port cluster. 

With the expectation that the project will focus on strongly developing eco-friendly power sources, the province is committed to providing the best support for the LNG power plant project.

The province has assigned the provincial Department of Industry and Trade to assist investors in reporting to the Ministry of Industry and Trade and central agencies for project appraisal.

Cẩm Phả City People's Committee is responsible for acting as a focal point with investors to work with coal industry units to have the plan to provide materials for the project and speed up site clearance to handover to investors.

In addition, the Department of Construction and the Department of Natural Resources and Environment support investors in calculating the dredging and dumping plan and work with relevant units on the location of the dumping site to ensure compliance with regulations on environmental protection.

The Department of Natural Resources and Environment and the Department of Finance support research, the preliminary determination of land rent and water surface rent of the project as a basis for cost calculation and determination of investment efficiency in the feasibility research report. — VNS
