The Ministry of Transport has asked the Prime Minister to invest in a section of the North-South Expressway from Ninh Bình Province to Thanh Hóa under a Public-Private Partnership (PPP).

HÀ NỘI – The Ministry of Transport has asked the Prime Minister to invest in a section of the North-South Expressway from Ninh Bình Province to Thanh Hóa under a Public-Private Partnership (PPP).

Under the ministry’s proposal, the 63.3km Ninh Bình-Thanh Hóa Expressway will have four lanes and be completed by 2021.

Total investment is estimated at VNĐ13.2 trillion (US$575 million), of which VNĐ10 trillion ($437.2  million) will come from investors and the rest from the State budget.

The toll for the road is planned at VNĐ1,500/km/ per car (during the 2021-2023 period) and will be increased slightly to VNĐ1,700/km/per car (2024-2026).

The toll will reach VNĐ3,400/km/per car from 2042-46, according to the Ministry of Transport.

Based on analysis and projections, the Ministry of Transport has asked the Prime Minister to allocate $137.8 million from the State budget for land clearance and resettlement.

The Ninh Bình-Thanh Hóa project is part of the North-South Expressway that will cover 654km.

Work is expected to start in 2019.-- VNS
