HÀ NỘI — The Japan International Cooperation Agency (JICA) Việt Nam Office has signed a Record of Discussion with the Ministry of Agriculture and Rural Development (MARD) for technical cooperation of the “Project for Flood Damage Restoration and Formulation of a Flood Prevention and Control Master Plan in the Central Region”.
The project’s primary goal is to reduce flood risk along the Vu Gia – Thu Bồn River Basin via three main stages.
The stages consist of installation of hydro-logical observation and disaster monitoring equipment, assessment of risk and formulation of Integrated Flood Management Plan (IFMP), and promotion of cooperation mechanism for effective implementation of flood control countermeasures.
It is scheduled to operate from 2024 to 2027 with the Việt Nam Disaster and Dyke Management Authority (VDDMA) as the main executing agency.
The technical transfer activities at VDDMA as well as Vu Gia – Thu Bồn River Basin in the central region and the pre-disaster investment by the Government of Việt Nam, based on IFMP, are expected to contribute to the realisation of Việt Nam’s National Strategy on Natural Disaster Prevention and Control, and the Resolution on Sustainable Development.
The Việt Nam’s central region is a complex terrain area with a dense, short, and steep system of rivers and streams.
In recent years, along with climate change, natural disasters, especially typhoons and floods, have become increasingly extreme and unusual, causing considerable damage and loss of life and property in the region.
JICA will actively work with the Government and people of Japan to continue the cooperation and support Việt Nam with disaster risk management. — VNS
