The 14th National Assembly on Wednesday opened its first session in Hà Nội, focusing on review, discussion and decisions on key issues such as high-ranking personnel for the State and socio-economic development plans.

HÀ NỘI — The 14th National Assembly opened its first session in Hà Nội today, focusing on review, discussion and decisions on key issues such as high-ranking personnel for the State and socio-economic development plans. 
 
NA Chairwoman Nguyễn Thị Kim Ngân, who is also the chair of the session, gave the opening speech.
Party General Secretary Nguyễn Phú Trọng presented an important speech in which he highlighted five targets for the NA during the 2006-21 period, and asked the delegates to fulfil their tasks of legislating, supervising and deciding on the country’s important issues.
 
In the first part of his speech, the party chief praised the success of the 14 th  NA election the and the 2016-2021 People’s Council, and congratulated newly elected NA deputies and delegates of the People’s Council at all levels.
 
The Party Chief proposed to the NA that it should focus more on the implementation of master programmes including building and completing a comprehensive, feasible and effective legal system to constantly boost the party’s orientation and policy institutionalisation.
 
He said the Constitution should be concretised to ensure people’s rights and the state’s management roles.
The maintenance of political stability for socio-economic development and intensified national security and defence should also be among the key targets of the NA, Trọng said.
 
Party General Secretary Trọng suggested solutions for the NA for implementing key national targets by strictly following the Party’s orientation, effectively analysing the realities of life and intensifying their legislative capacity ensuring the transparency and social equality.
 
He said all efforts should be made to meet targets so that by 2020, Việt Nam would possess essential fundamental laws that could help adjust social relationships, thus boost the whole legal system and step by step meet the demands for national protection and reforms.
 
The NA also heard the National Election Council speech by 13 th  NA Vice-Chairwoman Tòng Thị Phóng and reports on the outcomes of the election of deputies to the 14th NA and people’s councils at all levels for the 2016-2021period and the inspection of the elected deputies’ eligibility.
 
Earlier in the day, party and state leaders and the deputies paid tribute to late President Hồ Chi Minh at his mausoleum and laid a wreath at the monument dedicated to heroes and martyrs. 
 
They had a preparatory session and adopted the agenda of the session, which will be held from July 20 to 29, as reported at the press conference on July 19.
 
The legislators was expected to spend six days discussing and deciding on high-ranking personnel for the state, and elect the NA chairperson and vice-chairpersons, members of the NA standing committee, the chair of the NA Ethnic Council, and the heads of the NA committees, besides the NA secretary-general.
 
The lawmakers was also expected to elect posts of President and Vice-President, Prime Minister, Chief justice of the Supreme People’s Court and the State Auditor General.
 
They will also decide on the apparatus of the government, and approve the appointment of deputy prime ministers, ministers and other Government members, vice-chairpersons and members of the National Defence and Security Council.
 
The remaining days will be spent deciding on the country’s key issues, such as the government’s report on socio-economic development and state budget for the first half of this year, solutions to socio-economic development issues and the state budget for the second half of this year, besides the approval of the 2014 state budget estimate, the NA’s resolutions on building laws and ordinances, the NA’s supervision programme for 2017 and the establishment of specialised inspection groups.
 
The opening and closing sessions of the NA will be televised nationwide. — VNS
