HÀ NỘI — The People’s Public Security force has been told to further promote the study and implementation of the six virtues taught by former President Hồ Chí Minh to help overcome all challenges and fulfil delicate missions in the future.
Promoting the study and implementation of the six virtues Uncle Hồ taught should become a regular daily activity of each officer and soldier.
Party General Secretary Nguyễn Phú Trọng gave the order on Monday morning at a meeting of the force to celebrate the 75th anniversary of the force’s study and implementation of the six virtues Uncle Hồ taught.
Trọng said the force must focus on effectively carrying out the three major issues of studying, being determined to follow the six virtues Uncle Hồ taught, and being exemplary.
The six virtues, or the "Quality of Revolutionary Police", were laid out by President Hồ Chí Minh in a letter to Hoàng Mai, director of the Public Security Zone XII, on March 11, 1948:
“For oneself, it must be thrifty, honest and righteous.
For colleagues, it must be willing to give a helping hand.
For the Government, it must be absolutely loyal.
For the people, it must have respect.
For work, it must be dedicated.
For the enemy, it must be determined and clever.”
Trọng said they are the requirements that every officer and soldier of force must be aware of.
Each officer and soldier of the force must build his or her own style of behaviour in the relationships with themselves, their colleagues, the Government, the people, the partners and the enemy, he said.
"The officers and soldiers must always practise and cultivate themselves so that they will not fall into receiving bribery, not be tempted by trivial fame, nor take advantage of their working position to harm the common interests and legitimate interests of the people," he said.
He added that the People’s Public Security force is one of the two forces to protect and preserve the country's peace, stability and development.
He said that it is necessary to have the determination and unanimity of the entire force in studying and implementing these six virtues so the force will go from strength to strength.
“This is the only way we maintain the prestige, honour and precious traditions of the force as well as keep the people's trust and love for the Party,” he said.

He believes the study and implementation of the six virtues are an effective way to contribute to the successful implementation of the Party's resolutions, especially Resolution No. 12 of the Politburo on promoting the building of a strong and modern People's Public Security force.
He suggested that the force should implement the six things Uncle Hồ taught through practical programmes closely linked with the implementation of Directive No. 05 and Conclusion No. 01 of the Politburo.
These programmes should focus on promoting the study and following of Hồ Chí Minh's thoughts and morality and should be associated with the Party building and rectification works to build a public security force that is clean and strong in terms of politics, ideology, organisation, and morality.
On behalf of the Party and State leaders, Trọng also warmly praised and congratulated the force's achievements during the 75 years since its establishment.
Also at the meeting, President Võ Văn Thưởng awarded the First-class Fatherland Defence Order to the force for its outstanding achievements in training, maintaining national security, order and social safety, contributing to the cause of building socialism and defending the country.
Minister of Public Security Tô Lâm said that the force would continue to promote the study and implementation of Uncle Hồ's teaching in association with studying and following Hồ Chí Minh's ideology, morality and style.
The force will promote its key role in performing the task of protecting national security, ensuring social order and safety; always upholding the spirit of serving the country and the people; being willing to accept hardships and sacrifices to complete all tasks assigned by the Party, State and people, he said.
On occasion, Lâm gave awards to 75 outstanding groups representing tens of thousands of officers and soldiers of the force who always wholeheartedly serve the country and the people. — VNS
