Two scenarios of National Assembly plenary session proposed amid complicated COVID-19 development

HÀ NỘI — Secretary-General of the National Assembly (NA) and Chairman of the NA's office Bùi Văn Cường on Wednesday proposed to the NA Standing Committee two plans to organise the second session of 15th NA which takes place in October.

Due to the complicated development of COVID-19, all meetings of the NA plenary session will be held online or both offline and virtually.

According to the first plan, if the pandemic continues to evolve, the session will be held online. The deputies will be divided into 73 groups to discuss draft laws and other content related to socio-economy and the State budget.

Deputies will vote on draft laws online and receive physical documents to study.

The second session of the 15th NA is scheduled to begin on October 20 and last 17 days with one extra day. It will wrap up on November 10.

The NA office will work with technical departments to ensure a smooth internet connection for online discussions.

The second proposed plan is to divide the session into two periods, one online and one offline if the pandemic is contained.

The first working period will last 11 days from October 20 to November 2 with group online discussions like Plan 1.

The second working period will be at the NA building in Hà Nội from November 4 to 10.

The preparations for the second session of the 15th NA will be conducted thoroughly in terms of contents, organisation method, and necessary conditions to ensure that it will open as scheduled, Cường told NA Standing Committee on Wednesday.

During the second session, the legislature will discuss and approve several draft laws; evaluate the results of the implementation of the socio-economic development plan and the State budget estimate in 2021; and decide on the socio-economic development plan, the State budget estimate, and the central budget allocation plan in 2022.

It will consider and decide on the economic restructuring plan for the 2021-25 period, the national land-use planning scheme for the 2021-30 period, and the national land-use plan for 2021-25.

Reports on the performance of the Chief Justice of the Supreme People's Court and the Procurator General of the Supreme People's Procuracy; and the Government's reports on anti-corruption, crime, and law violation prevention and control, and judgment enforcement in 2021 will also be put on the table for discussion.

In addition, the legislative body will also discuss and approve a draft resolution on financial settlement for the Vietnam Oil and Gas Group; and conduct question and answer sessions of NA deputies.

Members of the NA Standing Committee on Wednesday also reviewed the organisation of the first session.

After nine working days, the first session of the 15th NA wrapped up successfully with a major workload completed including personnel work and issuing resolutions on COVID-19 prevention and control.

NA Chairman Vương Đình Huệ said “The first session of the 15th NA was held successfully. The second session must be too.”
