HÀ NỘI — Electricity of Việt Nam (EVN) will replace the Việt Nam Oil and Gas Group (PetroVietnam) as the developer of Quảng Trạch 1 Thermoelectric Plant in central Quảng Bình Province, according to a decision issued by Prime Minister Nguyễn Xuân Phúc.
In early September, the People’s Committee of Quảng Bình Province proposed the Government change the developer of the US$1.7 billion thermoelectric plant project due to stagnation in implementation.
The former developer failed to connect either the first generator of the plant to the national power grid in June 2015 nor the second generator in December 2015, as planned.
Quảng Trạch 1 Thermoelectric Plant, a component project of the Quảng Trạch Power Centre, started construction in 2011. Covering 199 hectares in Quảng Đông Commune, Quảng Trạch District, the plant was expected to have a total capacity of 1,200MW and provide 8.4 billion kWh per year.
The Prime Minister also decided to revoke the policy of allowing Russia’s Inter RAO to research and develop Quảng Trạch 2 Thermoelectric Plant, which was also located in the Quảng Trạch Power Centre. Instead, EVN will be the developer of the plant, which will also have a total capacity of 1,200MW.
Under the Prime Minister’s decision, Việt Nam National Coal-Mineral Industries Holding Corporation Limited will continue to be the developer of Quỳnh Lập 1 Thermoelectric Power Plant in central Nghệ An Province.
