HÀ NỘI — The Ministry of Health launched online services level 4 system in medical equipment and construction management at a ceremony in Hà Nội on Tuesday.

Building online service level 4, the highest of the four administrative service levels, aims to simplify administrative procedures and provide convenient services for medical equipment importers in the country.

“The application of information technology in health administration management is one of the efforts being made to implement the Government’s administrative reform policies and improve the effectiveness of public service,” said Deputy Minister of Health Trương Quốc Cường at the event.

Cường said the system aims to create conducive conditions for importers and trading companies, and improve the business environment as well as Việt Nam’s competitivenes and e-governance.

Levels of public service registration

Level 1: Procedures to fill in the required forms and information about time and service cost are available online.

Level 2: The service allows the user to download the required forms to be printed out and filled in later.

Level 3: The applicant can fill in and submit the forms online.

Level 4: Service payments can be settled online. Transaction results are available either online or by post, upon request.

The online registration service level 4 will allow people, businesses and management units to perform administrative formalities, submit required forms, handle documents and payments and receive results using only a computer connected to the Internet.

Nguyễn Minh Tuấn, director of the ministry’s medical equipment and construction management department, said businesses can now submit documents, pay fees, check the status and be informed about decisions through the online facility. “The service will create favourable conditions for enterprises in terms of reducing expenses and time, and increasing transparency and publicity in health administration management,” Tuấn said.

From this month, the online system will be implemented for nine groups of administrative formalities, of which three groups will be implemented in provincial and city health departments, and five at the health ministry.

Starting 2018, the online system will process five groups of administrative formalities related to registration of medical equipment use and trading, assessment of technical condition and consultation service.

The ministry has already launched level 4 online services for hygiene and food safety and cosmetics management. — VNS
