Implementation of investment grade energy audits in up to five (5) selected industrial facilities in Vietnam - Tender code: 83474228

1.    Background

As a federally owned enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. On behalf of the German Government, GIZ provides advisory services to the Vietnamese Government in four priority areas: (1) Vocational training, (2) Environmental, (3) Energy, and (4) Sustainable Economic Development. The German Energy Solutions Initiative was launched by the German Bundestag in 2002 to make a significant contribution to climate change mitigation by promoting high-quality German products in the field of renewable energy. Support has since been provided to small and medium-sized German enterprises (SMEs) in the areas of renewable energy, energy efficiency, smart grids, and storage technologies as they seek to position themselves in international markets.

The Project Development Programme (PDP) for developing countries and emerging economies is a major pillar of the German Energy Solutions Initiative. PDP is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The GIZ Office in Hanoi, as the contracting party on behalf of the PDP programme, is conducting a locally negotiated tender to find a qualified Local Consulting Firm (LCF) to implement investment-grade energy audits in up to five selected industrial facilities in Vietnam.

Tentative duration: from November 2024until December 2025Place of assignment: VietnamLCF’s estimated number of working days: up to 220Requirements for the LCF:

-       At least 5 years of operational existence in Vietnam.

-       Compliance with legal requirements (e.g., tax obligations, relevant licenses, etc.).

-       A valid Energy Auditor certificate issued by the Ministry of Industry and Trade (MOIT).

-       Experience in energy audits (at least 10 reference projects), including at least 5 reference projects in Vietnam in the last 3 years.

-       Experience in financial modeling.

-       Experience in detailed engineering in the following technologies: pumps, motors, compressors, HVAC (Heating, Ventilation, and Air Conditioning), and waste heat recovery/heat exchangers.

-       Experience in auditing manufacturing industries, such as garment and textile, chemical, food processing, etc.

-       The consulting team must consist of a minimum of 2 experts.

2.    Requirements for eligibility documents

Interested LCFs are requested to prepare the following documents in English:

a.    Letter of interest (with Director’s or authorised person’s signature and company stamp).

b.    LCF profile (incl. Business license (for firm) or Decision of establishment (for association), Tax code registration, organisational chart, similar experience/copy of contracts related to power sector, especially on rooftop solar).

c.    Audited financial reports of the last 03 years. Important/key information in the audited financial reports or in annual tax reports must be translated into English if documents are in Vietnamese.

d.    Consortium agreement and nomination of consortium leading firm (if at least 02 entities joint the assignment).

3.    Method of bid submission

LCFs should send eligibility dossiers to VN_PoS_Quotation@giz.de no later than 17:00 (Hanoi time) on 27 October 2024, with the email subject: 'Tender 83474228-Eligibility dossier-Company name.' Bids submitted after the deadline will be disqualified.

4.    Notes

a. Requests for tender documents should be sent to Question-from-bidder-PoS-VN@giz.de before 17 October 2024.

b. Eligibility assessment-related questions should be sent to Question-from-bidder-PoS-VN@giz.de before 20 October 2024.

c. Sending documents to the wrong email address will lead to the disqualification of the supplier.

d. Only selected bidders will be invited to present their technical and financial offers.

GIZ is obliged to ensure the confidentiality of all submitted documents by bidder(s) during tender process.
