HÀ NỘI — The Hà Nội People’s Procuracy today initiated legal proceedings against four people for using fake seals of State organisations and cheating people of money with false promises.

The four accused are Vũ Thị Hồng Vân, 40, from Long Biên District; Nguyễn Hữu Hồng, 35, from Nam Từ Liêm District; Đặng Hoàng Lan Hương, 53, from Cầu Giấy District; and Đỗ Khắc Phê, 57, from Ứng Hòa District.

Vân and Hương met on a social networking site and became friends in 2013. The duo decided to earn some quick money by conning people, by promising to get them jobs in State-owned organisations, or admissions into vocational schools.

To gain trust, Vân asked an associate Hồng to create fake papers and documents that would seem to validate their work. Hồng created fake documents of the People’s Police Academy, the Ministry of Home Affairs and other Government organisations, which would be given to their victims.

Vân and Hương would collect between VNĐ200-300 million (US$8,800-13,300) from each person for the job or admission.

Phê, Hương’s partner, would help them find people looking for such jobs or wanting admission in vocational schools.

From November 2014 to November 2015, the accused collected nearly VNĐ2 billion ($88,800) and $5,000 from six people. — VNS
