HÀ NỘI — The Party Central Committee’s Inspection Commission convened its 47th meeting in Hà Nội on September 10-11 under the chair of its head Trần Cẩm Tú, who is also Politburo member and Secretary of the Party Central Committee.

The commission concluded that the standing board of the Hà Giang Provincial Party Committee for the 2020-25 term and the Party Civil Affairs Board of the provincial People's Committee for the 2021-26 term had violated the democratic centralism principle and working regulations.

They were found to lack responsibility and lax leadership and direction, resulting in the provincial People's Committee and numerous organisations and individuals committing serious violations of Party regulations and State laws during the implementation of the Tuyên Quang-Hà Giang Expressway project.

Several officials and Party members, including key provincial officials, violated regulations on what Party members must not do and the responsibility to set an example.

These violations have caused serious consequences, including the risk of significant loss and waste of State funds and assets. They have also led to negative public opinion, harming the reputation of the local Party organisation and authorities, to the extent that disciplinary action is taken.

The commission decided to dismiss Lê Tiến Dũng, deputy secretary of the Party delegation and acting director of the provincial transport construction project management board from all Party positions.

Warnings were issued to the Party Civil Affairs Board of the provincial People's Committee for the 2021-26 term, the Party Committee of the provincial Department of Planning and Investment, the Party delegation of the provincial transport construction project management board for the 2020-25 term, Vice Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Nguyễn Văn Sơn, and Secretary of the Party Committee and Director of the Department of Planning and Investment Lương Văn Đòan.

It also reprimanded the Party Committee of the Department of Transport, the Party Committee of the Office of the provincial People's Committee for the 2020-25 term, and Secretary of the Party Committee and Director of the Transport Department Lê Minh Đức.

The commission asked relevant authorities to consider and impose disciplinary action on the standing board of the provincial Party Committee for the 2020-25 term and former member of the Party Central Committee and Secretary of the provincial Party Committee Đặng Quốc Khánh.

Former and incumbent officials of Quảng Ngãi and Bến Tre provinces also received warnings and reprimand for their violations in bidding packages carried out by the Phúc Sơn Group JSC, and land use and management for projects funded outside the State budget, as well as asset and income declaration, respectively.

At the meeting, opinions were also provided for a draft regulation on mechanisms for detecting, preventing, and stopping violations by Party organisations and members. — VNA/VNS
