Promoting accommodation and services in Hòa Lạc Hi-Tech Park

HÀ NỘI — The Ministry of Planning and Investment (MPI) has recently worked with the Hà Nội People's Committee to promote the implementation of the project to build accommodation and service facilities for experts in Hòa Lạc Hi-Tech Park.

Deputy Minister of Planning and Investment Trần Duy Đông said that the facility of the National Innovation Centre (NIC) aimed to attract leading technology businesses and organisations in priority areas for development of the Fourth Industrial Revolution.

It also provides working space, carries out innovation, research and development activities for organisations, businesses and individuals with innovation needs.

Therefore, in addition to building factories and technology research centres, it was also necessary to develop accommodation areas and necessary services for experts and workers, he noted.

From that, NIC would have favourable conditions in strongly promoting science, technology and innovation, developing a high-level innovation ecosystem, and creating true spillover and driving force for economic growth.

"Planning a land area as a place of residence and other utility services is necessary and urgent to attract high-quality human resources, especially talent to serve innovation activities", said Đông.

Võ Xuân Hoài, NIC deputy director, said that the goal of building accommodation and necessary services would help complete NIC's facilities to serve experts and workers at NIC Hòa Lạc and meet the needs of the entire Hòa Lạc Hi-Tech Park.

Nguyễn Mạnh Quyền, Vice Chairman of Hà Nội People's Committee, said the capital city would co-ordinate with the MPI and related units to deploy work promptly, aiming to promote common development.

To implement the next tasks, Quyền requested the units to co-ordinate to review the project, closely follow the Land Law, and agree on the purpose and functions of land use.

The Hòa Lạc Hi-Tech Park was established by the Prime Minister in 1998 and is oriented to develop into a city of science, leading the field of research and production of scientific products in the country.

The park has a planned area of more than 1,580ha, and its population is forecast to reach 229,000 by 2030, of which the permanent residents will be about 99,300. The total area cleared is more than 1,400ha as of May last year.

Implementing the Prime Minister's decision, the Ministry of Science and Technology transferred the Hòa Lạc Hi-Tech Park to the Hà Nội People's Committee for management in November last year.

The hi-tech park is currently home to more than 100 investment projects, contributing to creating jobs for nearly 20,000 workers.

However, these contributions are assessed to have not been commensurate with the scale of a major technology hub, often likened to the “Silicon Valley of Việt Nam”.

The Hà Nội People's Committee said it would focus on directing to complete all site clearance work of Hòa Lạc Hi-Tech Park this year.

The city will spend more resources to invest in infrastructure and continue to research and issue specific and outstanding mechanisms and policies to build and develop Hòa Lạc Hi-Tech Park into a national hub for innovation, research, development, technology transfer and play a core role in the future urbanisation of the Hòa Lạc area. — VNS
