HÀ NỘI — Authorities of Đống Đa District have allowed restaurants in the district to resume on-site services after the area’s pandemic level is readjusted to level 2 (medium-risk).

Lê Ngọc Hân, Chief of the Office of the People's Committee of Đống Đa District yesterday said the district had sent notice No. 550 to relevant units in the district about adjusting adaptive measures according to the COVID-19 pandemic situation in the area.

From 6:00 am, January 1, the district continues to implement level 2 pandemic prevention measures in the entire district according to Resolution 128 of the Government, the directive documents of the City People's Committee and the District People's Committee on flexible response, effective control of the COVID-19 pandemic.

The District People's Committee asked agencies, units and businesses to step up communication work, raise awareness and responsibilities of cadres, civil servants, and public employees to strictly comply with regulations on pandemic prevention and control. There should be absolutely no negligence with the developments of the pandemic but people should not panic, either.

The district’s authorities asked people to continue to raise their sense of community; strictly follow measures to prevent and control the COVID-19 pandemic, and strictly implement the 5K message. It is also recommended that the elderly, people with underlying medical conditions, and people at high risk should refrain from participating in non-essential gathering activities.

Previously, on the evening of December 31, 2021, the Hà Nội People's Committee announced the assessment of pandemic level in the capital, according to which Đống Đa District was moved from level 3 (orange – high-risk) to level 2 (yellow – medium risk).

Currently, there are 10 districts, wards and towns in Hà Nội labeled orange, or high-risk, including Ba Đình, Gia Lâm, Hai Bà Trưng, Hoàn Kiếm, Hoàng Mai, Long Biên, Nam Từ Liêm, Tây Hồ, Thanh Trì, and Thanh Xuân.

As many as 18 districts, wards and towns are marked as yellow and two green or low risk, which are Phú Xuyên and Phúc Thọ.

In a related move, Gia Lâm District has stopped on-site food and drink service after being adjusted from level 2 to level 3.

The district yesterday also announced that from 12:00, January 2, no meetings, year-end parties, or events with more than 20 people could be held in one room.

People were asked not to gather in crowds of 10 or more outside of offices, schools, or hospitals. Participants of activities must have received full doses of vaccine or have recovered from COVID-19, test negative for SARS-CoV-2 within 72 hours, strictly follow the 5K message, and have COVID-19 control apps and QR code installed in their phones.

The district also requested the suspension of all religious and worship rituals; all cultural, sports and recreational activities in public places. Restaurants, food and beverage service establishments are only allowed to sell takeout and must close before 21:00 every day.

All trading activities at traditional markets and temporary markets (informal street markets) are to be stopped; accommodation/sojourning are allowed to operate at no more than 50 per cent of their capacity.

Temporarily suspension is also required for non-essential business and service establishments with high risk of infection such as: beauty salons (except for hair cutting, shampooing, and hairdressing services); street vendors at entertainment areas.

High schools, vocational and other education units must temporarily suspend direct teaching and switch to online teaching and learning until further notice.

People's committees of communes and townships are required to maintain a regular response mode and strengthen the activities of community COVID teams.

People are asked not to leave the house unnecessarily, not to gather for parties and to comply with pandemic prevention and control measures: compulsory wearing of masks when going out, no gathering in crowds, providing medical declarations according to regulations, fully vaccinated.  When there are signs of cough, fever, difficulty breathing... , people must immediately notify the health agency for guidance, examination and in time treatment.
