Working group reviews NA's decision to scrap nuclear plant project

NINH THUẬN – The Economic Committee of the National Assembly on Tuesday had a working trip to Ninh Thuận Province, reviewing a decision to halt a nuclear power project in the locality in 2016.

In 2016, the National Assembly adopted Resolution 31/2016/QH14 on halting a project to build the Ninh Thuận nuclear power plant.

The project, approved by the NA in 2009, called for two nuclear power plants to be built in the south-central province of Ninh Thuận, with a capacity of 2,000 MW each, to supply power for the national grid and contribute to national and provincial socio-economic development.

The decision to scrap the project stemmed from the country’s current economic situation at the time.

According to officials of Ninh Thuận Province, the implementation of the resolution greatly affected the lives of people in the province and investment attraction as well as socio-economic development.

Trần Quốc Nam, Chairman of Ninh Thuận Province’s People’s Committee, said the Government had issued another resolution, Resolution 115/NQ-CP in 2018 on a number of policies to support Ninh Thuận Province’s social-economic development for the 2018-2023 period. However, the implementation of Resolution 115 needed to be lengthened to support the province in boosting local socio-economic development.

Ninh Thuận Province’s People’s Committee suggested that the National Assembly approve its proposal on drafting a resolution on six specific policies for the province by 2025.

Specifically, the province asks for a loan of not more than 60 per cent of its allocated State budget. It also wants to make a few adjustments in fees according to the Law on Fees and Charges, and the province would be allowed to keep the surplus resulting from the adjustment and use such an amount for investing in infrastructure and other socio-economic development tasks.

Nguyễn Ngọc Bảo, Vice Chairman of the Economic Committee of the National Assembly, said the committee had recognised the province's efforts in implementing resolutions, contributing to promoting socio-economic development in the locality.

He said that it is very important to organise a preliminary review of the implementation of Resolution 31/2016/QH14 of the National Assembly.

Authorities of Ninh Thuận Province needed to supplement and clarify problems and difficulties that need to be resolved so that the delegation can summarise and send them to relevant ministries and branches for solutions; thereby helping the delegation complete the report to serve the preliminary review of five years of implementation of Resolution 31/2016/QH14.
