HÀ NỘI — Experts recommended that State management agencies should conduct research to identify a suitable form of contract vehicle business to meet the needs of convenient travel for passengers, a seminar has been told.
With the rapid increase in both quantity and quality, contract transportation services are being welcomed by customers because of they offer travel at affordable prices.
However, there is still much controversy about the concept and regulations of this type of businesses' operation and experts at the meeting said controls were still too loose.
While State management agencies are still struggling to manage these vehicles, many businesses and transport units are also concerned about their operating models.
Chairman of the Việt Nam Automobile Transport Association (VATA) Nguyễn Văn Quyền said that contract transport was meeting a rapid acceleration in the demand for such services and it had developed very quickly in a short time. However, the management of such vehicles was still too vague, he said, in addition, there were concerns whether those operating contract vehicles have paid enough taxes.
The chairman said that this type of business should be included in the legal framework for management, creating conditions for the transport industry to develop towards improving service quality.
From the perspective of a State management agency, Nguyễn Hoàng Anh, deputy head of the Department of Transport, Vehicle and Driver Management, Department for Roads of Việt Nam added that when the Law on Road Traffic and the Law on Traffic Order and Safety was approved, regulations would continue to be changed and adjusted towards stricter controls.
He said this would create a fair and transparent business environment for all types of transport businesses and favourable conditions for management agencies during the violation inspection process.
“Along with that, when the laws take effect, State management agencies also encourage businesses and management agencies to apply information technology to manage and handle vehicles that do not comply,” said Anh.
