HÀ NỘI – The city of Hà Nội has just submitted to the Government a plan to manage electric bicycles, reported online newspaper baotintuc.vn.
According to the plan, the city suggested considering the vehicles as motorbikes because they caused obstacles for traffic and have been involved in accidents in the city, although are an environmentally-friendly mode of transport.
This was one of the items in a project of intensive management of road vehicles aimed at reducing traffic congestion and environmental pollution in Hà Nội in the period 2017-2020, designed by the Hà Nội’s People’s Committee.
According to the city’s statistics, electric bicycles are most popular among students and the elderly.
The vehicles have become particularly popular in Hà Nội and other large cities because they are cheap and drivers do not require a license. Also, newer models can reach speeds equal to those of small motorcycles.
In Hà Nội, there are more than 7,000 electric bicycles in use.
However, due to their abundance, the vehicles had exposed some shortcomings in traffic management and highlighted concerns over safety.
Therefore, the municipal People’s Committee suggested the Government manage electric bicycles as vehicles with combustion engines. – VNS
