HÀ NỘI — Prime Minister Phạm Minh Chính has issued a directive urging the acceleration and timely completion of land clearance work for vital national projects and transportation infrastructure developments.
The directive was sent to organisations and ministries, including political and social agencies, industry and trade, transport ministries, provincial and city party committees, people's committees, member councils and Vietnam Electricity.
The PM's directive stressed the importance of modern infrastructure in Việt Nam, particularly in transportation, for driving economic growth and ensuring national security.
The 13th Party Congress set a goal of completing 3,000km of expressways by 2025 and 5,000km by 2030.
Local areas should accelerate efforts to streamline land clearance, engage in direct dialogue with residents who will be moved, resolving complaints and improving resettlement conditions. While progress has been made, some localities are still lagging behind, which is impacting overall project timelines.
To meet set deadlines for key projects, PM Chính urged the Central Committee of the Vietnam Fatherland Front, the Party Central Committee's Commission for Mass Mobilisation and various political and social organisations to actively engage and closely coordinate with local party committees and authorities, in order to mobilise residents along project routes to promptly hand over land.
Provincial party secretaries and People's Committee chairs with projects passing through their areas are instructed to provide leadership, direct agencies and closely monitor progress.
They are urged to expedite land clearance for projects including the North-South Expressway, 2021-2025, two ring road projects and three East-West Expressway projects by the second quarter of 2024.
The directive stresses the need for direct communication with residents, effective legal solutions for grievances and prioritising land clearances in construction-critical areas.
Provinces are called upon to speed up completion of resettlement areas and infrastructure relocation and those who are still behind schedule are urged to catch up.
Additionally, provinces are urged to resolve forest land use issues promptly, while those with disputes over land prices are advised to address them swiftly.
Ministries and agencies, such as the Ministry of Industry and Trade and state capital management agencies, are urged to support investors in expediting procedures for relocating high-voltage power lines. The deadline for this is June 30, 2024.
Deputy Prime Minister Trần Hồng Hà and the Government Office are tasked with overseeing the implementation of this directive, ensuring prompt reporting to the Prime Minister on any issues beyond the delegated authority. — VNS
