Hà Nội to build overall plan for surveillance camera installation

Hà Nội will survey the demand for installing surveillance cameras in all areas, including historical sites, scenic spots, train stations, bus stops, airports and markets in the city.

HÀ NỘI — Hà Nội’s People’s Committee has announced a plan on reviewing and evaluating the demand for deploying a surveillance camera system, to best establish an overall plan for the system in the city.

The city will assess the overall situation of management and use of surveillance camera systems, and determine a common position for the camera system, ensuring quality, connectivity and enhancing investment efficiency.

This will serve as the basis for building an overall project on centralised surveillance camera system management for the city, it said.

The committee stated that organising surveys, analysis and evaluation of the current state of the surveillance camera system serves the purpose of traffic management, national defence management, security and social order at the city’s units with surveillance camera installations.

Based on that, the committee will propose solutions to address existing shortcomings and limitations in the city’s management and supervision work, ensuring the city’s image and avoiding waste.

At the same time, the city will survey the demand for deploying cameras in public areas, including historical sites, scenic spots, train stations, bus stops, airports and markets.

The committee has required departments, sectors, and people's committees at district and community levels to complete the task and report to the committee before March 31.

The city’s Police Department will be responsible for coordinating with the city People's Committee, the Department of Information and Communication, the Department of Transport, and related units to organise the overall plan for the city's camera system.

They will promptly advise the city People's Committee to resolve difficulties and obstacles in the implementation process before April 15, it said.

Director of the city’s Police Department Nguyễn Hải Trung said currently the city has 605 cameras, connecting and transmitting footage to the police office.

All cameras were installed in 2014, and most are outdated and non-AI integrated.

They measure traffic flow and provide overall traffic observation, or recognise traffic participant’s violations.

Trung said the number of cameras in Hà Nội was especially inadequate. He suggested renovating and upgrading the existing camera system.

In particular, it is necessary to build an overall platform to develop camera system in the city, he said. — VNS
