PROVISION OF LOCALLY TECHNICAL CONSULTING SERVICE FOR FINALISING 03 ONGOING STUDIES AND TO CONTRIBUTE TO CASE’S ACTIVITIES AT COUNTRY AND REGIONAL LEVELS

On behalf of the German Government, GIZ provides advisory services to the Vietnamese Government in three priority areas: (1) Vocational training, (2) Environmental policy and sustainable use of natural resources, and (3) Energy. The project “Clean Affordable and Secure Energy for Southeast Asia (CASE)” implemented by GIZ is looking for technical consulting services to finalize 03 ongoing studies and contribute to CASE’s activities at country and regional levels.

On behalf of “Clean Affordable and Secure Energy for Southeast Asia (CASE)”, the GIZ Office Hanoi is conducting a public tender to seek qualified National Consulting Firm(s) (here after called as NC) for the assignment as follows:

a. Tentative duration: from 29th May 2023 until 29th February 2024

b. Place of assignment: Hanoi, Vietnam and Bangkok, Thailand

c. NC’s number of working days: up to 804

d. Requirements:

-       The selected LCF is expected to have extensive expertise, and more than 03 years of experience in providing services in energy-related fields;

-       Experience in conducting research on energy transition, energy policy recommendations, energy management system, and energy development strategies in Vietnam;

-       Having a clear organization and personnel structure;

-       The LCF shall have a representative office in Hanoi;

-       Ability to mobilize a team of local experts. The below-specified qualifications represent the requirements to reach the maximum points, in which:

o   04 positions must be staff of the LCF:

§  01 Team Leader: a local consultant with PhD’s degree in (energy) engineering, economics, policy, or other relevant fields of study (disqualify candidate holds lower degree than the Master’s degree), with 20 years of working experience (disqualified candidate is with under 15 year of experiences), in which more than 10 year professional experiences in the field energy/energy policy/energy economics sector or similar; having more than 3 years of management/ leadership experience as project/department team leader.

§   Up to 02 Technical Coordinators: local consultants with Master’s degree in energy, energy economy, or economics; and with 15 years of professional experience in the energy sector, good overview of the energy sector in Viet Nam, having extensive development coordination experiences

§  01 Project Assistant: local personnel with Master’s degree in administration, law, development, or other relevant fields (disqualify candidate holds lower degree than the Bachelor’s degree); with 8 years of professional experience in project administration and support.

o   The expert pool has a minimum of 6 experts, specifically:

§  Energy/Power Sector Modelling experts: local consultants with PhD’s degree in energy and power system or similar (disqualify candidate holds lower degree than the Master’s degree); with 20 years of professional experience in the energy and power system sector; having Extensive knowledge and experience in Vietnam’s energy and power system, including energy and power system modelling

§  Grid Modelling experts: local consultants with PhD’s degree in energy and power system or similar (disqualify candidate holds lower degree than the Master’s degree); with 20 years of professional experience in energy and power system sector, having extensive knowledge in the Vietnamese energy and power system, including energy and power system modelling

§  Industry experts: local consultants with PhD’s degree in power system, renewable energy, energy economics or similar (disqualify candidate holds lower degree than the Master’s degree); with 15 years of professional experience in energy and power system sector, having extensive knowledge of and experience in Viet Nam’s energy sector as well as energy in the industrial sector

§  Transportation experts: local consultants with PhD’s degree in transportation, infrastructure planning and development, urban planning, urban management or similar (disqualify candidate holds lower degree than the Master’s degree); with 15 years of professional experience in transport sector; having practical experience in relevant projects of greenhouse gases emissions in the transport sector, in transportation planning and development projects/research

§  Social experts: local consultants with PhD’s degree in development economics, macroeconomics, social sciences, development studies or similar (disqualify candidate holds lower degree than the Master’s degree); with 15 years of professional experience in socio-economic analysis; having practical experience in social surveys and research, statistical analysis of social data, and mainstreaming, and analysis of socio-economic conditions

§  Environment experts: local consultants with PhD’s degree in environmental sciences, environmental engineering, climate change, biodiversity or similar (disqualify candidate holds lower degree than the Master’s degree); with 15 years of professional experience in the environment sector working on assessing environmental impacts of energy projects; having practical experience in relevant projects in evaluating and research the impacts of energy projects on social health, environment, biodiversity.

e.     Rejection criteria: LCF or leading firm of consortium will be rejected if having less than 03 years working experience in providing services in energy-related fields; and cannot provide Valid Legal Status (having copy of business registration/ decision establishment + VAT code, incl. related business area about sustainable development or similar area); Missing either audited financial report or annual tax report of the last 3 years (for Firm)

Interested NCs are requested to send the eligibility dossier in Vietnamese and English or English only including:

1.    Letter of interest (with Director’s or authorised person’s signature and company stamp)

2.    NC profile (incl. Business license (for firm) or Decision of establishment (for association), Tax code registration, organisational chart, summary of experience in policy sector)

3.    Audited financial reports of the last 03 years. Important/key information in the audited financial reports or in annual tax reports must be translated into English if documents are in Vietnamese

4.    Consortium agreement and nomination of consortium leading firm (if at least 02 entities joint the assignment)

NCs send Eligibility dossiers to VN_PoS_Quotation@giz.de latest by 17:00 (Hanoi time) on 10 April 2023 with email subject: “Tender 83433679-CASE/GIZ: Eligibility dossier”.

GIZ is obliged to ensure the confidentiality of all bidding documents submitted.

Important notes:

1.   Request of eligibility assessment to be sent to Question-from-bidder-PoS-VN@giz.de before 29 March 2023.

2.   Eligibility assessment related questions to be sent to Question-from-bidder-PoS-VN@giz.de before 04 April 2023.

3.   Eligibility dossier to be sent to VN_PoS_Quotation@giz.de before 5 PM on 10 April 2023. Sending documents to wrong email address will lead to disqualification of the bidder.

4.   For data protection and information security reason: In case the total volume of your bids is below 10 MB, you can attach them directly in the email sent to us. In case the total volume of your bids is above 10 MB, the files must be sent via GIZ filetransfer system. We will provide the guidance on how to use filetransfer to interested bidders. Files sent via other applications/systems such as google drive, dropbox…will not be accepted.

5.   Only selected bidders will be contacted for receipt of tender dossier.
