As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ 4E project supports the MOIT in two areas: Renewable Energy (RE) and Energy Efficiency (EE). This project aims to support the implementation of political targets on the promotion of renewable energy (RE) and increase energy efficiency (EE) in Vietnam by creating the methodological and structural foundations for the promotion of RE and EE. As a part of the 2021-2023 operational plan, it is intended to implement multiple EE capacity development for the promotion of RE and EE in Vietnam. In this line, the 4E project would need a locally consultancy service to develop and implement training plan to qualify 150 Energy Managers (EM) & Energy Auditors (EA) according to Vietnam regulation.
Against this background the project is looking for local consulting entity(s)/ (which can provide adequate experts which includes: at least one (01) team leader who has 15 years of experience in Energy Efficiency field, and two (02) educational/ training expert who has 10 years of experience in Energy Efficiency field to develop & conduct training plan to qualify at least 150 EMs and EAs follows the regulation and requirement of Circular 39/2011/TT-BCT dated 28/10/2011 & Circular 08/2017/VBHN-BCT dated 24/03/2017 in term of requirement for training infrastructure, study programs, certification, and recall.
Therefore, GIZ Hanoi Office is conducting a public tender to seek qualified Local Consulting Entity(s) (here after called as LCE) to carry related tasks as below:
Tentative timeframe of the assignment: tentatively start from 1st Dec 2022 until 31st Dec 2023Place of Assignment: Mainly in Ha Noi, Ho Chi Minh and Da NangLCE’s mandays: up to 287 person days Requirements: The selected LCE will be contracted to implement all the tasks within this activity. They are expected to have extensive expertise & experience, preferably at least 10-years of experience in the field of energy efficiency consulting & training as well as a large contact network with private sectors. One expert in the team will serve as the team leader and be responsible for overall coordination, consolidated reporting, and quality assurance of deliverables.
Interested Local Consulting Entity(s) should send an expression of interest containing:
1. Letter of interest (with authorized signature and company stamp)
2. Entity profile (incl. Business license (for Firm) or Decision of establishment (for Association), tax code registration, organisational chart, summary of experience in energy efficiency research, consulting & training including experience working in capacity development projects and international organizations (if any))
3. Audited financial report of the last 3 years (for Firm). Important/key information in audited financial reports or annual tax reports (if documents only in Vietnamese) must be translated into English language.
4. Consortium (if at least 2 entities join the assignment): Consortium contract and nomination of consortium leading firm.
Rejection criteria:
LCF or leading firm of consortium is required to have working experience in energy efficiency services (energy efficiency training and/or consultancy with related to energy) from 2012 onward and can provide Valid Legal Status (having copy of business registration/ decision establishment + VAT code, incl. related business area about energy efficiency consulting and energy auditing or similar area).
