The club has operated under regulations issued by the provincial People’s Committee since 2013.

According to the regulations, when members of the club chase robbers out of their ward, they have to inform the club’s management board so the board could contact local police and clubs in the other wards to ask for support.

The regulations were good but too rigid, he said.

"How can I both chase after the robbers and report to them at the same time," he said.
