Colonel Huỳnh Bảo Nguyên, deputy director of the provincial Police Department, said the initial investigation showed the wall was not built following the design.
According to the design, he said it is necessary to set up the beam and then build the wall.
However, he said the wall had been built without setting up the beam.
"This is alleged to be the main cause of the collapse," he said.
On Thursday evening, Mai Việt Trung, secretary of the town's Party Committee, went to Bình Định Province's General Hospital to visit the injured victims, who are being treated there.
The town administration has supported VNĐ3 million (US$126) for each injured victim and VNĐ5 million ($211) for each dead victim's family. — VNS
