HƯNG YÊN — Prime Minister Phạm Minh Chính says the construction of the road connecting the Hà Nội – Hải Phòng Expressway with the Cầu Giẽ - Ninh Bình Expressway demonstrates Hưng Yên's innovative thinking and strategic vision.
This road shortens the distance between Hưng Yên and Hà Nội as well as other localities nationwide. It creates new development spaces with industrial zones, services and new industries and reduces logistics costs for businesses, contributing to the rapid and sustainable development of the province.
PM Chính made the statement on Sunday while attending the inauguration ceremony of the road construction project connecting the Hà Nội – Hải Phòng Expressway with the Cầu Giẽ - Ninh Bình Expressway during his working visit to Hưng Yên Province.
The road is 23.83km long and begins at Lý Thường Kiệt Commune in Yên Mỹ District and ends at Phương Chiểu Commune in Hưng Yên City, connecting to the section through Hà Nam Province, linking to the Cầu Giẽ - Ninh Bình Expressway.
The road is designed for a vehicle speed of 80kph and is constructed to enhance the operational efficiency of the two expressways, while also reducing traffic pressure through Hà Nội.
Alongside the main route, Hưng Yên is building service roads to better meet the needs of goods transportation and public travel. These service roads are designed for a speed of 80kph, with a total investment of VNĐ1.41 trillion ($55.4 million), expected to be completed by September 2024.
The project is constructed by Xuân Trường Construction Enterprise.
Speaking at the event, PM Chính thanked the people who gave up their land for the project and commended the construction forces for completing the project eight months ahead of schedule.
Stating that the inauguration of the new road is just the first step, the PM requested that Hưng Yên Province and related ministries, sectors and units operate the road safely and efficiently, regularly maintain it to ensure its good condition, complete the intersections, and study upgrading the road to an expressway, to be completed by the end of 2025.
Also on the same day, PM Chính attended the groundbreaking ceremony and presented gifts to the construction teams of the Tân Phúc – Võng Phan road project.
The road spans a total length of 29.2km, with an investment of over VNĐ2.98 trillion ($117.2 million) from local budget funds. It passes through 14 communes in three districts of Ân Thi, Tiên Lữ and Phù Cừ, with a construction period of 720 days.
The Tân Phúc – Võng Phan road will intersect with the Ring Road 5 of the Hà Nội Capital Region in Thái Bình Province, National Highway 38B, the Hà Nội – Hải Phòng Expressway and connect with National Highway 38, the bypass of National Highway 38B, and Provincial Road 378.
To implement the project, Hưng Yên had to clear 175ha of land. Currently, the land clearance work has reached over 89 per cent.
Speaking at the groundbreaking ceremony, PM Chính stated that the construction of the project is a strategic choice for Hưng Yên, helping to break the isolation of the province's three poorest districts of Ân Thi, Tiên Lữ and Phù Cừ.
Once operational, the road will economically connect these districts with other parts of the province, the region and the country.
The Prime Minister requested that Hưng Yên Province, the project management board and the contractors continue to coordinate efforts to complete the remaining land clearance and build related infrastructure in a synchronised manner.

Earlier in the morning, PM Chính visited Thăng Long Industrial Park, currently the largest and most modern industrial park in Hưng Yên Province.
The industrial park, a joint venture including Japan's Sumitomo Corporation, has a total current area of over 525ha, with a total investment of over $206 million.
During his visit to the Mektec Manufacturing Corporation Vietnam Factory, the Prime Minister highly valued the efforts of Hưng Yên Province and the investors in developing the industrial park in a multi-sectoral direction, focusing on attracting high-tech industries such as electronics, precision engineering, automotive parts, light industry, industrial gases, pharmaceuticals, bioproducts, optical glass and other high-tech sectors.
Inspecting the factory's dining and canteen facilities for workers, PM Chính expressed his hope that the company would continue to take care of the workers' material and spiritual lives, along with price support policies to help workers regenerate their labour force, fostering their affection and attachment to the company. — VNS
