SAV acts effectively as chairing ASOSAI

The 14th Congress of the Asian Organisation of Supreme Audit Institutions (ASOSAI) held in September 2018 is an important diplomatic political event that marked a milestone for the State Audit of Việt Nam (SAV) and helped heighten the position of SAV in Asia and around the world.

HÀ NỘI — The 14th Congress of the Asian Organisation of Supreme Audit Institutions (ASOSAI) held in September 2018 is an important diplomatic political event that marked a milestone for the State Audit of Việt Nam (SAV) and helped heighten the position of SAV in Asia and around the world. 

After the success of the congress and with the determination to successfully perform the role of ASOSAI Chairman for the 2018-2021 term, the SAV issued an action plan and established a secretariat board to assist in fulfilling its key tasks during the chairmanship.

As the Chair of ASOSAI for the 2018-2021 term, the SAV has actively coordinated with the members of ASOSAI Governing Board to implement initiatives for the development of ASOSAI in the new stage.

For example, the SAV discussed with the National Audit Office of China – the Secretary-General of ASOSAI about a special co-operative mechanism between ASOSAI chairman and Secretary-General to effectively address ASOSAI’s work.

The SAV also consulted with its South Korean counterpart which used to work as ASOSAI General Secretary for three continuous terms and head of the core managing group of ASOSAI’s strategical plan so they could find solutions to reform and improve performance of the core managing group, speeding up the implementation of the ASOSAI’s strategical plan.

The SAV and the Board of Audit of Japan and the Capacity Development Administrator of ASOSAI shared solutions on innovating programmes and projects to ensure and harmonise benefits of Supreme Audit Institutions in the region. 

As ASOSAI chair, the SAV joined the 11th congress of the Caribbean Organisation of Supreme Audit Institutions in June 2019, 23rd Congress of International Organisation of Supreme Audit Institutions in September 2019 and the congress of The Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS) in October 2019.

Besides co-operation with European Organisation of Supreme Audit Institutions (EUROSAI) and African Organisation of Supreme Audit Institutions (AFROSAI), the SAV signed Memorandums of Understanding to promote co-operation among ASOSAI members and with the Arab Organisation of Supreme Audit Institutions (ARABOSAI).

The SAV also paid much attention to communication activities to further introduce its role and its positions as ASOSAI chair in Việt Nam and international stage. It launched a website providing official information relating to activities of ASOSAI chair.

Improving the quality of human resource was identified as a prerequisite for SAV to fulfil its chairmanship successfully. The SAV has been very active in organising or sending teams on training courses.

Last year marked the first year SAV implemented its ASOSAI chairmanship role with great achievements. In the two remaining of its term, the SAV is determined to affirm its role as an active member of multifaceted or international forums.

Among its key priorities were to chair the 55th Governing Board meeting of the ASOSAI; to improve human resource, to increase communication activities; to join ASOSAI’s project on auditing sustainable development goals and host the 3rd meeting of the project management board.

The SAV also plans to work with ASOSAI Secretariat General, the core managing group of ASOSAI strategical plan and the ASOSAI Working Group on Environmental Auditing (WGEA) and ASOSAI members to successfully implement ASOSAI plan in 2020 as well as Hà Nội Declaration. — VNS
