Gov’t asks MoF to offer amendments on Practicing Thrift and Combating Waste Law

HÀ NỘI — The Government has directed the Ministry of Finance to lead and coordinate with relevant agencies and local authorities in order to review and propose amendments to the Law on Practicing Thrift and Combating Waste before 2025.

Additionally, the ministry was also tasked with researching and proposing amendments to the Law on Management and Use of State capital invested in production and business in enterprises to enhance the efficiency of State capital and assets usage in the enterprises.

The ministry was told to revise the Law on State Budget and related legal documents to better align with current practices, emphasising the central role of the State budget, while encouraging local to increase revenue.

It aims to mobilise resources for socio-economic development, granting local governments autonomy and responsibility in budget decisions and usage.

Furthermore, the ministry was required to innovate the allocation of regular expenditures.

The orders are outlined in Resolution No. 98/NQ-CP on the Government’s action programme for implementing Directive No. 27-CT/TW, issued on December 25, 2023 by the Politburo, which aims to enhance the Party's leadership in practising thrift and combating waste. The resolution was issued on June 26.

One primary goal of the programme is to clearly define the responsibilities of each agency, particularly the head of each agency, to develop solutions for effective implementation of the Directive No. 27-CT/TW.

It is intended to foster a strong and positive shift in awareness about practising thrift and combating waste at all levels, contributing to the effective mobilisation, allocation and use of socio-economic resources for national development and improving people's lives.

The programme outlines five key tasks and solutions, consisting of raising awareness and strictly implementing the Party's guidelines and the State's policies and laws on practising thrift and combating waste; continuously improving the legal system regarding thrift and waste combat; effectively implementing national strategies and annual programmes on thrift and waste combat; strengthening State management, enforcing discipline and thoroughly practising thrift and combating waste; promoting public ownership, and the supervisory and feedback role of the Việt Nam Fatherland Front, political-social organisations, mass organisations and the public.

For each task and solution, the Government specifies the responsibilities of each agency and unit.

Ministries, sectors and provincial people's committees were instructed to review and perfect the legal regulations related to thrift and waste combat within their jurisdiction and to refine the public expenditure standards and norms.

The Ministry of Natural Resources and Environment, along with relevant ministries and sectors, were tasked with reviewing and improving the legal system concerning land and natural resources.

The ministry was ordered to focus on guiding the implementation of the 2023 Law on Water Resources and the 2024 Land Law, and finalising the draft Law on Geological and Mineral for submission to the National Assembly.

The Ministry of Planning and Investment as well as relevant ministries and sectors have to concentrate on perfecting legal regulations on bidding according to the 2023 Bidding Law, improving public investment management institutions and enhancing the factors to boost the economy's capital absorption capacity, especially the allocation and disbursement of public investment capital.
