HÀ NỘI – Deputy Prime Minister Trương Hoà Bình has asked ministries, sectors and localities to increase the use of information technology to streamline online administrative procedures.

This could help improve the satisfaction of citizens in public administration centres.

Bình made the request while chairing the national online conference on improving the quality of administration procedures yesterday in Hà Nội.

According to Bình administrative procedures for people and businesses have gradually improved over the past year. The application of information technology and the implementation of new inter-agency mechanisms have curbed corruption and waste. They have also improved accountability and transparency.

Permanent vice chairman of Quảng Ninh Province’s People’s Committee Đặng Huy Hậu said the four-in-one process includes receiving, evaluating, approving and returning results at the province’s public administration centres.

This new process handled 980 administrative procedures, making up 95.4 per cent of the total volume.

Deputy Minister of Natural Resources and Environment Trần Quý Kiên said the one-door mechanism had sped up administrative practices by reducing the number of times dossiers must be sent back and forth.

Specialized software had made it a challenge to monitor the progress of these schemes.

At the conference, Deputy Prime Minister Bình said improving the quality of administrative service, especially in transactions between people and State agencies, was an important undertaking.

He pointed out limitations existed, including the attitude of some civil servants at administrative offices.

This example showed there was still a large gap between policy creation and implementation.

Bình suggested the participants discuss the limitations to dealing with administrative procedures at ministries, branches and localities. He also proposed measures to improve the speed and quality of administrative procedures.

He implored administrative officials to implement Government Decree 61 to improve service. The decree states public administrators must be trained in guiding, receiving, evaluating and approving dossiers for both citizens and businesses.

In addition, he said ministries need to minimize the number of visits it takes to complete a given task. It is inefficient for people to visit their localities many times to have a dossier processed.

Officials should avoid delaying administrative procedures, and should apologize when they fail to do so.

Bình asked the ministries, branches and localities to coordinate with the office of the Government and the Ministry of Information and Communications to promote use of the online service portal to ensure individuals and businesses have a convenient and uniform experience when seeking public services. – VNS
