Security and order to be ensured at airport border gates: PM

HÀ NỘI — Prime Minister Phạm Minh Chính signed a government decree last week on the management of security and order at airport border gates.

The decree stated the responsibility of ministries and authorities in localities with airports, as well as related government agencies in ensuring airport security.

Firstly, the decree defined the area of an air border gate, where the departure and entry of passengers and goods are made. The areas are passenger terminals which include immigration protocol areas, goods and check-in baggage storage areas, lost-and-found kiosks, export goods terminal, airport parking spaces, goods loading and transportation areas, and other related areas concerning entry, departure, immigration of people as well as import and export.

These aforementioned areas should be properly marked according to regulations.

The immigration quarantine area is designated as inside the air border gate, calculated from the airport exit control post to the aircraft's door.

Should the aircraft park at a landing pad, the immigration quarantine area is the area from the aircraft's door to the immigration protocols area.

The second area that the decree regulates is the flow of passengers, goods and baggage at airport border gates.

For passengers entering Việt Nam they have to execute these protocols in order: medical inspection, veterinarian inspection for animals and plants if necessary, immigration control and customs protocols.

For departing passengers, the order goes air protocols, departure control protocols, customs protocols and air security scans.

For passengers in transit, they would have to oblige to medical inspections and air security scans.

In case of an epidemic occurring, the flow will be subjected to amendments according to the Ministry of Health's protocols against infectious diseases.

The flow of importing goods and baggage, should the goods and baggage be not in-hand, the order is medical inspection for animals and plants, and customs protocols.

For exporting goods and baggage, the order is medical inspection, customs protocols and air safety scans.

The third area that the decree concerns is the regulations for security and order at the airport border gates.

These include patrol, control, identification and punishment of law violations; monitoring the actions of humans and vehicles at the airport border gate areas by means and devices according to the Law on the People's Public Security Forces, Law on National Security and other related legal documents.

In case of national security threats outside of the state of emergency, the Ministry of Public Security is responsible for directing the passenger flow properly as well as ensuring security and order at border gates.

The decree will be in effect from December 22, 2022. — VNS
