Trần Thanh Mẫn elected Chairman of the National Assembly

HÀ NỘI —Việt Nam's National Assembly (NA) on Monday elected Trần Thanh Mẫn, 62, Politburo Member and Permanent Vice Chairman of the NA, to the position of the top legislator of the Socialist Republic of Việt Nam for the 15th term, serving from 2021 to 2026.

The electronic voting results showed that all 475 participating deputies unanimously approved the resolution to elect Mẫn as the NA Chair.

Upon taking office, the new parliament leader swore an oath of loyalty to the Fatherland, the People, and the Constitution before the NA, pledging to do his best to fulfil the assigned tasks and duties.

In the inaugural speech, Chairman Mẫn expressed his sincere gratitude to the deputies of the 15th NA for entrusting him with this new position, declaring his new position as a great honour.

Chairman Mẫn expressed his deep respect and infinite gratitude to the great President Hồ Chí Minh, and paid tributes to the senior leaders, revolutionary veterans, heroic Vietnamese mothers, Heroes of the Armed Forces, Labour Heroes; families of martyrs, wounded soldiers, sick soldiers, families with meritorious services to the country; sincerely thanked the leadership and close guidance of the Party Central Committee, the Politburo, the Secretariat, and Party General Secretary Nguyễn Phú Trọng.

"I always understand that, regardless of my position, I must always remain steadfast in the goal of national independence and socialism; creatively apply and develop Marxism-Leninism and Hồ Chí Minh's thoughts; remain steadfast in the Party's path of renewal; ensure the highest interests of the country and nation, and the legitimate rights and aspirations of the people," Chairman Mẫn said.

He also affirmed the need to comply with the Party's guidelines, the State's policies and laws in the face of new difficulties and challenges and continually cultivate, train and improve revolutionary ethics.

Chairman Mẫn reiterated his determination to exert the highest effort and work with the entire Party, people and army to successfully build a prosperous, civilised country and ensure the people's well-being and happiness.

Performing the duties and powers enshrined in the Constitution and the tasks entrusted by the Party, the State and the people, the newly elected top legislator vows to devote his utmost efforts, to serve the Fatherland and the people; to work with the NA and its organs to continue innovating, improving the quality and effectiveness of legislative work, supreme oversight and decision making with regards to important issues of the country; to continue enhancing the NA's foreign affairs; to promote democracy, solidarity, openness, transparency, professionalism and contribute to building a socialist law-governed State that is true of the people, by the people and for the people.

The process of finalising this high-level personnel appointment was carried out following the 9th plenum of the 13th Party Central Committee last week, which reached a unanimous consensus to recommend Trần Thanh Mẫn to head the Vietnamese legislation.

Mẫn was born in 1962 in the southern province of Hậu Giang and holds a Doctorate in Economics and a Bachelor's degree in Politics.

He was an alternate member of the 10th-tenure Central Committee; a member of the 11th, 12th, and 13th Central Committees; a Secretary of the 12th Central Committee; a member of the 13th Politburo; and a deputy of the 13th, 14th, and 15th NA.

After working with the Youth Union in Hậu Giang and Cần Thơ provinces, Mẫn served as Chief of Office and later as Vice Chairman of Cần Thơ Province People's Committee from July 1994 (before it became a centrally-governed city in 2004).

From March 2008 to February 2011, he held the positions of Vice Secretary of Cần Thơ Party Committee and Chairman of the People's Committee of Cần Thơ City. For the next four consecutive years, he was the Secretary of the Cần Thơ City Party Committee.

From October 2015 to April 2021, he successively held the positions of Vice President and then President of the Central Committee of the Việt Nam Fatherland Front.

In April 2021, at the 11th session of the 14th NA, Mẫn was elected Vice Chairman of the 14th NA; he was assigned as Vice Secretary of the National Assembly Party Delegation and Permanent Vice Chairman of the National Assembly.

Three months later, at the 1st session of the 15th National Assembly, he was re-elected to this position. — VNS
