Chair: NA to pass human rights laws

The 14th National Assembly will constantly improve their legislative qualification to ensure the comprehensiveness and feassibility of laws, NA Chairwoman Nguyễn Thị Kim Ngân has said.

HÀ NỘI – The 14th National Assembly will constantly improve its legislative peformance to ensure that the laws it approves are feasible and comprehensive, said newly re-elected NA Chairwoman, Nguyễn Thị Kim Ngân.

The NA Chairwoman made her pledge at a press conference held on Saturday in Hà Nội to report on the activities of the 14th NA that began last week.

“The NA will continue to institutionalise specific regulations of the 2013 Constitution and the 12th Party Congress Resolution and turn them into specific laws to meet the demands of the national renovation and international integration,” said the legislature leader.

Ngân said the NA would also continue to review, adjust, supplement and issue new laws on human rights, particularly on rights in the realm of politics, economics, civil society,  culture and social welfare in accordance with the 2013 Constitution and the United Nations Conventions of which Việt Nam is a signatory.

The NA will improve the economic law system to create a comprehensive legal foundation for sustainable economic growth in keeping with the principles of the market economy and the commitments that Việt Nam had made in bilateral, multilateral and regional free trade agreements.

Regarding its monitoring task, Ngân said the NA will continue to innovate and improve the quality of its surveillance activities, especially the NA deputies’ key monitoring role over the operation of the State.

"We focus on key issues concerning people, selecting the most vital and urgent plans that need the most extreme supervision. Those projects will be presented to the NA for discussion and explanation at its sessions,” said Chairwoman Ngân.

In addition, Ngân said, each deputy or delegate of deputies should also have roles of monitoring and supervising government activities on the local level.

Among the vital issues she highlighted are environmental protection, master socio-economic programmes and anti-corruption campaigns.

She stressed the importance of efficient co-operation between the NA, the President, the Government, the Supreme People’s Court, the Supreme People ’s Procuracy and the Sate Audit in the implementation of State powers.

NA Chairwoman Ngân appealed to NA deputies to boost their relations with voters by spending much time visiting the localities where they were elected.

Speaking at the conference, NA Secretary General, Nguyễn Hạnh Phúc said the first session of the 14th National Assembly had completed the selection of the top position holders - the NA Chairperson, Vice Chairpersons, the NA Standing Committee members, the NA General Secretary and the State General Auditor. — VNS
