HÀ NỘI The Presidential Office announced three new laws adopted at the 2nd session of the 14th National Assembly last month at a press conference in Hà Nội yesterday. 

They are the Law on Amendments and Supplements to Article 6 and Appendix 4 on the list of conditional business lines of the Investment Law, the Law on Property Auctions, and the Law on Belief and Religion. 

According to Deputy Minister of Planning and Investment Đặng Huy Đông, the Law on Amendments and Supplements to Article 6 and Appendix 4 on the list of conditional business lines of the Investment Law abolished 20 conditional business lines to provide favourable conditions for people and businesses. It added 15 others that meet new requirements of State management of investment and business activities. 

The law will become effective on January 1, 2017, except for regulations on the business of disguised devices and software to record sounds and images and those on the production, assembly and import of automobiles, which will come into effect on July 1, 2017. 

The Law on Property Auctions will take effect on July 1, 2017. However, Clause 4 of Article 80 of the law, which regulates the collection, submission, management and use of auction service fees in accordance with existing legal regulations, will take effect on January 1, 2017. 
According to Deputy Minister of Justice Nguyễn Khánh Ngọc, the law stipulates principles, processes and procedures for property auctions; the rights and obligations of auctioneers and auction organisers; the settlement of violations and procedures for the annulment of auction results and State management of property auctions. 

On the Law on Belief and Religion, Deputy Minister of Internal Affairs Nguyễn Trọng Thừa said it stipulates the right to freedom of belief and religion, religious activities and religion organisations. 
In the spirit of the 2013 Constitution, the law affirms that the right to freedom of belief and religion is a human right rather than a civil right, as was described on the Ordinance on Belief and Religion before. 
The law will take effect on January 1, 2018. VNA
