Earlier this month, heavy rain caused flooding across Hà Nội, disrupting traffic, daily life and business. More than a decade after the city’s drainage master plan was approved, only about 30 per cent of the required pumping capacity and regulating-lake area has been developed, highlighting the need for updated planning and stronger flood-control infrastructure.
