Hà Nội has introduced a new framework to attract strategic investors under Resolution No. 46/2026/NQ-HĐND, implementing the 2026 Capital City Law. The policy identifies 17 priority sectors and offers tailored incentives to support major investments in infrastructure, high technology, innovation and sustainable urban development.
