That, who is from the Gao Hat Ngoc Troi An Giang team, finished 10 laps around the Xuan Huong Lake in Da Lat City in 1 hour 14 minutes and 46 seconds.
The Vietnamese again left Thai cyclist Panwaraporn Boonsawat behind to achieve victory.
Nguyen Thuy Dung of the Binh Duong Environment and Water Supply-Drainage team came in third.
In the first group, leader Supuksorn Nuntana of Thailand, defended her position, clocking a timing of 7hr, 46min and 27sec.
Boonsawat and Cao Thi Cam Le of Binh Duong were adjudged second and third, respectively.
In the team's overall ranking, Domesco Dong Thap remained stable at the top with a timing of 26hr, 23min and 2sec. Thailand and Binh Duong followed close behind.
The fifth stage will be held today, which includes a team time trial event and a 17km-long athlete cycling event along Nha Trang City's beach road. — VNS
