Linking employers, job seekers online

HA NOI (VNS)— Balancing labour supply and demand was the topic for an online forum hosted on the Government website yesterday.

It was participated by officials from the Ministry of Labour, Invalids and Social Affairs, the province of Bac Ninh, and the city of Ha Noi.

The forum was held a week after Tet, usually the most critical time for employers seeking to get their old workers to return to the job.

This year, the number of workers failing to show up at the workplace or deciding to look for other jobs has been much smaller than in previous years, with an estimated 90 per cent of workers nationwide returning to their workplaces following Tet.

Tough economic times making new jobs hard to come by was cited by the forum participants as the primary reason for the stronger job loyalty this year.

The deputy director of the Ha Noi Employment Service Centre, Vu Quang Thanh, said there would therefore be few major changes in the labour market this year.

"The priority this year should be placed on stabilising the present labour force. If there is any change, it will happen in high-quality human resources," he said.

"The demand for qualified mechanical and electronic engineers, sales and marketing personnel is very high. But it's not easy to find them," he added.

The labour market for 2013 would remain in flux, particularly in HCM City and its neighbouring provinces of Dong Nai and Binh Duong, said an official from the Ministry of Labour, Invalids and Social Affairs, Nguyen Thi Hai Van.

Van, who is also deputy director of the Bureau of Employment, stressed that the difficulty was how to balance supply and demand, enabling employers to efficiently recruit employees of the quality they want – and vice versa.

Van said job transaction floors offered a possible venue for employers to meet prospective employees and for both to discuss what each can offer the other.

Put into operation in 2008, she noted, the floors were seen as a new model for recruitment and providing job market information to job seekers. Yet, while there were currently over 40 job transaction floors nationwide, many have been unsuccessful.

Do Thanh Quang, deputy director of the Bac Ninh provincial Department of Labour, Invalids and Social Affairs, blamed the poor results of these job transaction floors to the poorly qualified staff and consultants working there.

"And a critical problem is the shortage of capital to effectively operate these transaction floors," Quang said.

Thanh said only about 25 per cent of job seekers are able to find jobs through transaction floors.

"We have to seek other channels to help employers meet employees while promoting the flow of labour market information to the community thorough the mass media," said Thanh.

Quang said that industrial parks in Bac Ninh Province, some 30km from Ha Noi, were expected to recruit about 28,000 new workers this year.

"Most of the companies in the parks have expanded production," he stressed, adding last year, nearly 200,000 workers were employed in the province's industrial parks.

According to a labour market survey for 2013 conducted by the Ministry of Labour, Invalids and Social Affairs, industries likely to be hiring more included wood processing, construction, garments, food processing, retail, IT, and electronics. — VNS
